About the Role
Toll International LLC is seeking an experienced Enterprise GIS Program Manager to support the Engineering Department of the Port Authority of New York and New Jersey.
The selected professional will provide strategic, technical, and programmatic leadership for enterprise Geographic Information System initiatives. The position will support the modernization, integration, governance, and expansion of geospatial capabilities across Aviation, Tunnels, Bridges, Ports, Rail Transit, Engineering, and Corporate Operations.
Key Responsibilities
Develop and implement enterprise GIS strategies, modernization initiatives, and implementation roadmaps aligned with organizational objectives.
Lead GIS governance initiatives, including the development of standards, policies, procedures, and data-management practices.
Define functional and technical requirements for new enterprise GIS initiatives.
Provide leadership in enterprise GIS architecture, solution design, cloud deployment, security, scalability, and platform administration.
Develop centralized enterprise geospatial data models and implementation strategies.
Coordinate GIS programs involving multiple departments, business units, consultants, and technical stakeholders.
Design and manage enterprise spatial-database infrastructure and centralized GIS data repositories.
Implement master-data-management and spatial-data-governance practices.
Improve geospatial data quality, consistency, interoperability, accessibility, and security.
Develop CAD-to-GIS, BIM-to-GIS, and LiDAR integration strategies.
Support utility mapping, bridge inspection, infrastructure inventory, transportation, aviation, port, rail, tunnel, and roadway initiatives.
Design and implement Linear Referencing Systems supporting transportation and infrastructure assets.
Lead the deployment and administration of enterprise GIS platforms using Esri technologies.
Develop secure and scalable cloud-based GIS architectures and Common Data Environments.
Lead integrations between GIS and Enterprise Asset Management platforms, including IBM Maximo, Infor, or comparable systems.
Integrate GIS with Bentley, PeopleSoft, Power BI, OpenShift, enterprise middleware, and related systems.
Develop advanced geospatial analytics, business-intelligence dashboards, and three-dimensional visualization products.
Evaluate Nearmap AI and other emerging geospatial technologies.
Develop GIS automation workflows using FME Enterprise and related ETL technologies.
Automate synchronization between GIS, asset-management, and enterprise systems.
Prepare technical documentation, standards, implementation plans, system architecture documentation, and executive presentations.
Coordinate with engineering, information technology, operations, asset management, and consultant teams.
Perform additional GIS-related responsibilities as assigned.
Requirements
Minimum Qualifications
Bachelor’s degree in Geographic Information Systems, Geography, Civil Engineering, Computer Science, Information Systems, or a related discipline.
At least 10 years of progressively responsible experience leading enterprise GIS programs.
Demonstrated experience developing enterprise GIS strategies, governance frameworks, standards, and implementation roadmaps.
Extensive experience with Esri Enterprise technologies and enterprise GIS architecture.
Experience designing and managing enterprise spatial databases and geospatial data-governance programs.
Experience integrating GIS with Enterprise Asset Management systems, including Infor, IBM Maximo, or comparable platforms.
Experience with BIM, CAD, LiDAR, and enterprise systems integration.
Strong knowledge of GIS cloud architecture, security, and enterprise integration technologies.
Excellent written, verbal, presentation, and stakeholder-management skills.
Demonstrated ability to lead multidisciplinary technical teams and manage multiple concurrent initiatives.
Experience presenting technical information and strategic recommendations to executive leadership.

Preferred Qualifications
Master’s degree in GIS, Engineering, Information Systems, Computer Science, or a related field.
Esri Enterprise Administration, ArcGIS Professional, GIS Professional, or comparable certifications.
Experience implementing FME Enterprise automation and geospatial ETL workflows.
Experience integrating GIS with Power BI, Bentley, PeopleSoft, OpenShift, and enterprise middleware.
Experience supporting transportation, aviation, marine ports, rail, bridges, tunnels, roadways, utilities, or public-infrastructure agencies.
Experience implementing Common Data Environments.
Knowledge of Nearmap AI and advanced geospatial analytics.
Experience supporting enterprise digital transformation, digital engineering, and infrastructure-modernization initiatives.
Familiarity with large-scale infrastructure asset-management and capital programs.
