Position Overview/Duties
INTRODUCTION:
Serves as the U.S. Army Corps of Engineers (USACE) Inland Electronic Navigational Chart (IENC) Program Geographer within the U.S. Army Geospatial Center (AGC) Survey Engineering and Mapping Technical Center of Expertise. The incumbent supports the production, maintenance, and distribution of authoritative electronic navigational chart products for the Nation's inland waterways. The position requires extensive knowledge of geospatial information, electronic navigational charting, hydrographic and geographic data, and applicable Inland Electronic Navigational Chart standards. The incumbent works with substantial latitude for independent technical judgment and provides authoritative technical recommendations supporting the IENC Program.
Description Of Assignment/Duties
Executes the production, maintenance, and distribution of electronic navigational chart products based on the International Hydrographic Organization (IHO) S-57-based Inland Electronic Navigational Chart standard.
Compiles, analyzes, validates, and publishes digital navigation and geospatial information supporting the Nation's inland waterway navigation system.
Identifies and prioritizes technical issues affecting navigational chart production requirements, delivery schedules, and program milestones.
Develops and implements technical solutions that comply with emerging Army, USACE, and industry standards and policies.
Extracts, transforms, and loads tabular, geographic, and hydrographic survey information for incorporation into IENC production databases and related systems.
Prepares authoritative reports, recommendations, studies, and technical products based on the synthesis and analysis of geographic information and research.
Makes expert recommendations concerning changes to charted objects, including sailing lines, barge mooring widths, safety zones, locks, bridges, intakes, navigation channels, and other waterway infrastructure.
Coordinates with USACE Districts and Divisions in the collection and maintenance of waterway geospatial data and navigational information.
Represents the USACE IENC Program in coordination with federal, state, and local government agencies, waterways associations, industry representatives, and other stakeholders.
Coordinates with U.S. Coast Guard personnel on waterway operations, aids to navigation, charting information, channel conditions, and methods for exchanging navigation data between agencies.
Participates in interagency meetings, technical workshops, and professional forums concerning inland navigation and geospatial information.
Works with AGC, the Engineer Research and Development Center (ERDC), the Institute for Water Resources (IWR), and USACE Centers of Expertise to develop and transfer new navigation technologies to the field.
Supports field pilot projects designed to evaluate new research products, methodologies, geospatial tools, and navigation technologies.
Evaluates emerging hardware, software, geospatial capabilities, and technological developments for potential application to current and future IENC Program requirements.
Maintains professional and technical currency through formal training, literature review, professional interaction, meetings, and symposia.
Performs other duties as assigned.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement
Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Minimum Experience Requirement:
Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is defined as: Producing, maintaining, managing, or analyzing electronic navigational charts, geographic information, hydrographic information, or related geospatial products; Applying geographic information systems and geospatial technologies to collect, compile, validate, analyze, transform, or publish geographic or navigation data;Working with navigational charting specifications, data standards, feature catalogues, encoding standards, or compliance requirements; Extracting, transforming, and loading tabular, geographic, or hydrographic survey data into geospatial databases or related information systems; Analyzing waterway, navigation, geographic, or hydrographic information and developing technical recommendations or authoritative reports; Developing or implementing technical solutions for geospatial, charting, navigation, or related data-production requirements; Coordinating technical geospatial or navigation requirements with government agencies, program offices, technical organizations, industry partners, or other stakeholders; and/orEvaluating or implementing emerging geospatial, navigation, hardware, software, or data-management technologies. This definition of specialized experience is representative of work performed at the next lower grade/level position in the Federal service (GS-12).

A supervisory probationary period may be required.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
