Salary: Exempt position - $82,341.23 - $96,946.90 Starting rate commensurate with qualifications and experience

General Statement of Duties: Responsible for the development, maintenance, analysis, and support of the Town's Geographic Information Systems (GIS) and spatial data assets. This role supports municipal operations by producing mapping solutions, spatial analysis, and data-driven insights for multiple departments. The GIS Analyst ensures data accuracy, system integration, and accessibility of geospatial information to support decision-making, planning, and service delivery.
Supervision Received: Receives general instruction from the Director of Information and Communication Technology or designee.

Essential Job Functions: Responsible for managing and maintaining the Town's GIS platform, including spatial databases, web maps, and geospatial applications. The role involves collecting, analyzing, and interpreting geographic data to support municipal operations, infrastructure planning, asset management, and emergency response. Collaborates with multiple Town departments to understand business needs and translate them into GIS solutions, including map creation, dashboards, and data visualizations.
Develops and maintains layers such as parcels, utilities, zoning, transportation networks, public safety data etc. Additional responsibilities include supporting system integrations between GIS and enterprise systems (e.g., ERP, asset management, permitting systems), performing spatial analysis, and ensuring data integrity and standardization. The role also involves publishing GIS services, maintaining web-based mapping applications, and supporting mobile GIS solutions for field operations.
Provides technical support and training to end users, documents workflows and data standards, and coordinates with vendors and regional/state agencies for data sharing and compliance. Supports disaster response and planning efforts through GIS-based mapping and situational awareness tools.
Other Job Functions:May be called in to work at the Town's Emergency Operation Center (EOC). Performs related work as required; other duties as required.

MINIMUM QUALIFICATIONS
Knowledge, Skills & Abilities Required: Knowledge of Geographic Information Systems (GIS) principles, spatial data management, and geospatial analysis; knowledge of GIS software platforms such as Esri ArcGIS (ArcGIS Pro, ArcGIS Online, Enterprise) or similar technologies; knowledge of spatial databases, data models, and query languages (e.g., SQL); familiarity with GPS data collection, coordinate systems, projections, and geospatial data standards; understanding of system integrations between GIS and enterprise systems such as asset management, permitting, ERP, and public safety systems; understanding of data governance, data quality, and information security principles. Ability to create, edit, and maintain spatial datasets including parcels, utilities, infrastructure, zoning, and environmental data; ability to develop maps, dashboards, web applications, and visualizations to support municipal operations and decision-making; ability to perform spatial analysis and interpret geographic data; ability to publish and manage GIS services and web-based mapping applications. Strong technical problem-solving skills with logical and analytical thinking; ability to troubleshoot and resolve GIS-related issues, including data inconsistencies and application errors; ability to support and train end users on GIS tools and applications; ability to document data standards, workflows, and procedures; ability to assist in disaster response and recovery efforts through GIS mapping and data support.
Ability to work independently and collaboratively in a team environment; adaptability to evolving technologies and municipal needs; ability to manage multiple projects and prioritize tasks effectively; strong communication skills, both oral and written; ability to establish and maintain effective working relationships with Town departments, regional agencies, and external partners. Must have and maintain a valid driver's license.
EXPERIENCE AND TRAINING: Bachelor's degree in Geographic Information Systems (GIS), Geography, Geospatial Science, Computer Science, Urban Planning, or a related field, with two (2) years of experience in GIS analysis, spatial data management, or a related field; or an Associate's degree in GIS, Geography, or a related field with five (5) years of progressively responsible experience in GIS operations, including spatial data development, mapping, analysis, and system support.
Experience working with GIS platforms such as Esri ArcGIS (ArcGIS Pro, ArcGIS Online, or Enterprise), spatial databases, and geospatial data standards is required.
Experience supporting municipal functions such as public works, planning, utilities, or public safety is highly desirable. Familiarity with GPS data collection, scripting (e.g., Python), and integration of GIS with enterprise systems is preferred. Equivalent combinations of education and experience will be considered. Proven experience in GIS analysis, cartography, spatial data management, or a similar role is also acceptable.
