STADT MINDEN – A vibrant, medium-sized city with around 85,000 residents, serving as the hub of a diverse and innovative region. The City of Minden and its municipal enterprises (Städtische Betriebe Minden, SBM) employ approximately 1,400 people and are among the region’s largest employers.
We are looking for a Geospatial Data Manager / GIS Specialist (Ref. No. 125_2026) in the Department of Surveying and Geoservices, part of Department 5 – Urban Development and Fire Protection. This is a full-time, permanent position starting at the earliest possible date.
The Department of Surveying and Geoservices acts as the city’s center of expertise for geospatial information, responsible for organizing and supporting the consistent use of geodata across the administration. It operates and further develops the central Geospatial Data Infrastructure (GDI), built on open-source components and currently used at nearly 200 workstations across numerous departments. This role offers the opportunity to help shape the digital transformation of the city administration by advancing this critical infrastructure.
Your Responsibilities
Contribute to the administration, conceptual development, and further enhancement of the city’s Urban Data Platform (UDP), the core of the GDI
Prepare geospatial information using QGIS and PostgreSQL/PostGIS, including (web)GIS maps, datasets, and OGC services
Support geospatial data management through independent analysis, processing, and modeling of complex spatial data, and by generating actionable information for data-holding departments
Integrate other departmental systems and their datasets into the GDI, and provide relevant GIS applications and functionalities
Advise, train, and support internal (Q)GIS users
Actively participate in the city-wide GDI Coordination Group
Represent the City of Minden in the FOSSGIS community or other working groups
Your Profile
Completed university degree (Diploma/Bachelor’s/Master’s) in Geoinformatics, Geography, Applied Geodesy, or a comparable engineering or geoscientific-technical field, enabling you to perform the required tasks
Prior professional experience in the above-mentioned field is desirable
Passion for modeling, visualizing, and processing spatial data, with hands-on experience using relational spatial databases—preferably PostgreSQL/PostGIS
In-depth experience with Geographic Information Systems, preferably QGIS (Desktop, Server, and Web Client)
Additional knowledge in Python plugin development, 3D data, sensor data, OGC standards, or X-Leitstelle guidelines is advantageous
Demonstrated initiative and innovative working methods
Service orientation and strong advisory skills, enabling constructive collaboration with other city departments

The position is classified as Salary Grade 11 TVöD. Placement within the salary scale follows the Tarifvertrag für den öffentlichen Dienst (TVöD), Schedule 1 – Salary Ordinance (VKA). Relevant prior work experience may be taken into account for salary level assignment.
