Salary: $99,300 - 133,608 per year Requirements:
Bachelors degree in geography, geospatial science, computer science, or a related field, plus six years of experience with GIS, cartographic principles, coordinate system transformations, and data interoperability or similar tools, and one year of CAD experience. Additional relevant GIS experience may substitute year-for-year for the degree requirement.

Desired software experience includes Arc Server/SDE, ArcGIS Pro, Trimble Pathfinder Office and TerraSync, Trimble GPS equipment, high-accuracy GPS, AutoCAD, SQL Server Management Studio, Visual Studio Code, SQL Express, and Azure Storage Explorer.
One year of data analysis, database design, or database programming experience, such as advanced queries or stored procedures, is desired.
Microsoft Certified Professional Developer (MCPD) or Microsoft Certified Information Technology Professional (MCITP) certification is desired.
Ability to maintain multi-user GIS web applications; create clear 2D and 3D visualizations from complex spatial data; use technical drawing software such as Visio and AutoCAD; and work with GIS and mapping systems and layers.
Must successfully complete required background checks and meet Department of Defense Common Access Card requirements. Must be willing to sign information releases.
Must hold a valid Washington State drivers license and REAL ID-compliant identification for base access, and be willing to work at a military controlled-access installation.
Must be able and willing to travel independently throughout Washington, sometimes overnight, and to work at alternate locations or rotating shifts, including evenings and weekends, during emergency activations.
Responsibilities:
Lead CFMO geospatial strategy and provide technical expertise, consultation, and guidance to GIS staff on complex assignments.
Coordinate and validate geospatial planning data across federal, state, and regional boundaries to establish authoritative spatial baselines for facilities, master plans, and capital investment submissions.
Design and standardize secure web-mapping applications, including user experience, application logic, deployment frameworks, and agency-wide functionality standards.
Produce spatial intelligence and predictive analyses to inform long-range master plans, force stationing, facility consolidation, recruiting footprints, and readiness center locations.
Resolve coordinate system differences between engineering CAD survey grids and GIS, and develop automated tools and data pipelines to translate schemas and synchronize state, regional, and federal records.
Conduct site suitability, location, and layout analyses for proposed military developments and support Real Property Development Plans.
Coordinate across agencies and jurisdictions, resolve spatial data conflicts, align datasets with federal structures, and establish shared data standards and agreements.
Reconcile GIS layers with federal records, including records for more than 200 buildings, and maintain data integrity across integrated GIS and CAD datasets.
Oversee geospatial product design, application lifecycle maintenance, quality assurance, data models, ETL tools, and analytical reporting systems.
Maintain metadata, GPS data dictionaries, and GPS project information; incorporate applicable federal and state regulations into CFMO geospatial operations.
Provide application and database support, plan and schedule software updates, manage software licensing, and configure CAD and GPS applications to maintain integration and security.
Administer the CFMO ArcGIS Enterprise portal, including user licenses, roles, groups, and security permissions, and document system administration procedures.

We are the Washington Military Departments Construction, Facilities, and Management Office (CFMO), seeking a GIS Lead for a senior/specialist IT application development role based at Camp Murray in Lakewood, Washington. This full-time, permanent civilian position does not require military service affiliation and reports to the Planning and Program Branch Chief. The role offers a monthly salary of $8,275–$11,134, depending on qualifications and applicable promotion rules, and may support a flexible hybrid arrangement based on operational needs. Our agency brings civilian employees and Washington National Guard members together in service of public safety, emergency preparedness, response, and recovery.
