POSITION TITLE: GIS ANALYST
DEPARTMENT: ENGINEERING (PLANNING AND INSPECTIONS)
SALARY: GRADE 31 $59,130.79 - $100,522.15 (Approximately $28.43 - $48.33 PER HOUR)
FLSA CLASS: HOURLY NON-EXEMPT POSITION (FULL TIME)
DESCRIPTION OF DUTIES:
An employee in this class performs skilled technical, analytical, and mapping work using Geographic Information System (GIS) technology to develop, implement, and maintain GIS projects, databases, maps, and related geographic information for the City of Thomasville. Work includes collecting and verifying geographic and infrastructure data; maintaining accurate and current GIS databases and metadata; creating map layers, layouts, analyses, and interactive web maps in response to departmental requests; and assisting with field data collection. The GIS Analyst also maintains GIS software, provides technical assistance to City departments, and coordinates GIS activities with outside consultants, City and County staff, and neighboring municipal GIS personnel. The position performs map drafting and related technical work associated with land parcels, infrastructure, engineering information, and related ownership records. Work is performed in accordance with applicable State of North Carolina regulations and City of Thomasville policies and procedures.
RESPONSIBILITIES:
Perform technical and analytical work to define, compile, maintain, and extract information from the City's GIS databases for a variety of uses.
Plan, research, develop, and implement GIS solutions to support City operations and departmental needs.
Develop, implement, and maintain critical GIS database information to ensure data accuracy, reliability, and accessibility.
Collect, verify, update, and maintain geographic data, metadata, map layers, and related records.
Develop work plans for prioritized and approved GIS projects and manage assignments to meet established deadlines.
Use GIS, computer-aided drafting, and surveying software to create maps, drawings, exhibits, and other geographic products.
Create data analyses, map layouts, and reports in response to requests from City departments and other authorized users.
Develop and maintain interactive web maps and GIS-based applications.
Assist with GPS and field data collection for City infrastructure and assets, including manholes, water valves, water meters, sewer lines, and other infrastructure.
Maintain GIS software and related systems and assist departmental users with GIS applications and data.
Interpret engineering drawings, deeds, property descriptions, maps, and other technical documentation and transfer applicable information into GIS databases and maps.
Compute property areas and other measurements using maps, property descriptions, and GIS tools.
Coordinate GIS activities and data usage with City staff, County staff, outside consultants, and GIS personnel from neighboring municipalities.
Maintain accurate and current GIS records and documentation.
Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of and ability to operate GIS hardware, software, and related peripheral equipment.
Proficiency with Esri ArcGIS Pro and ArcGIS Desktop, including knowledge of extensions such as Network Analyst, 3D Analyst, and Spatial Analyst.
Ability to develop and use applications within the Esri environment.
Knowledge of GIS principles, terminology, concepts, procedures, geoprocessing functions, and spatial analysis techniques.
Ability to collect, organize, verify, analyze, and maintain geographic and attribute data.
Ability to prioritize workload, solve problems, manage multiple assignments, and meet deadlines with minimal supervision.
Knowledge of City and departmental policies and procedures.
Skill in drafting and design.
Skill in reading and interpreting engineering drawings, maps, plans, and technical documentation.
Skill in using drafting, engineering, GPS, and surveying tools and equipment.
Strong oral and written communication skills.
Ability to compute areas and measurements from property descriptions and maps.
Ability to interpret deeds and transfer pertinent information accurately to maps and GIS databases.
Ability to provide technical guidance and support to City departments and other GIS users.
Ability to establish and maintain effective working relationships with City employees, consultants, County personnel, neighboring municipalities, and other stakeholders.
Ability to receive, understand, and carry out oral and written instructions.
PHYSICAL REQUIREMENTS:
Work in this position is primarily performed in an office environment but also includes field data collection at various locations throughout the City. The employee must possess sufficient visual acuity to operate a computer, prepare and analyze maps and data, read engineering drawings and property records, and use GIS, GPS, and surveying equipment. The position requires frequent use of computers and related equipment and may require sitting or standing for extended periods. Field assignments may involve walking over uneven terrain, bending, reaching, and carrying GPS or other field equipment. Work may occasionally be performed outdoors in varying weather conditions.

DESIRED TRAINING AND EXPERIENCE:
Education or training in Geographic Information Systems, Geography, Geospatial Technology, Engineering Technology, Surveying, Planning, Computer Science, or a related field is desirable. Experience using Esri ArcGIS Pro, ArcGIS Desktop, GIS databases, GPS field collection equipment, computer-aided drafting, and mapping applications is preferred. Experience working with municipal infrastructure, land records, engineering drawings, deeds, or property data is also desirable. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
SPECIAL REQUIREMENTS:
Because the position performs field data collection at locations throughout the City, Human Resources and the hiring department should confirm whether possession of a valid North Carolina Driver's License is required.
