Position Summary:
The GIS Analyst will support organizational components of Department of War in the development, maintenance, and enhancement of the web application relating to threats and hazard related GIS projects by integrating, analyzing, and visualizing threat, hazard, infrastructure, and mission-related data. This position will develop and maintain web-based GIS applications, dashboards, maps, and analytical products that support situational awareness and decision-making. The GIS Analyst will work collaboratively with technical staff and clients to understand requirements, manage and integrate diverse geospatial datasets, perform spatial analysis, and translate complex information into clear and effective visual products that enhance the security, resilience, and mission effectiveness of client infrastructure.
Essential Functions:
GIS Platforms & Core GIS Skills
Experience with ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise
Knowledge of database management, design, and geospatial data organization
Strong abilities in data manipulation, conversion, integration, and spatial analysis
Ability to document workflows and write methodology papers
Experience with raster and multidimensional analysis at large scales
Provides technical guidance and expertise in GIS analysis, data management, visualization, and web application development
Programming, Automation & Data Workflows
Strong knowledge of programming and automation using Python, SQL, and/or ModelBuilder
Experience and ability building and maintaining automated pipelines that pull, process, and combine large multi-source geospatial datasets, raster and vector both, at a global or regional scale
Implement testing, validation, checkpointing, and error handling for automated workflows
Experience with uploading, documenting, and maintaining python code on Github enterprise
Threat, Hazard & Risk Analysis
Demonstrates GIS knowledge in identifying, mapping, analyzing, and visualizing threat and hazard data to support situational awareness and decision-making
Ability to support the development of spatial analysis methodologies and workflows used to assess threats, hazards, and risks
Basic knowledge of the functions of infrastructure, including telecommunications (IT, telephone, satellite, radio), electricity transmission and distribution, natural gas distribution, water infrastructure (drinking water, storm water drainage, sewage collection and disposal), transportation networks, emergency response, and physical security assets
Web GIS, Mapping & Visualization
Experience developing and maintaining GIS web applications such as Experience Builder and Dashboard applications
Ability to develop maps, dashboards, and visual products through collaboration and communication with clients Military & Project Environment
Experience working in or supporting military environments, with an understanding of military organizational structures, ranks, terminology, protocols, and professional etiquette
Contributes to project planning and collaborates with other team members to ensure project goals and client requirements are met
Innovation & Professional Development
Regularly explores advancements in GIS technology, attends training or industry events, and implements innovative tools to improve workflows and deliver effective GIS solutions
Competencies:
Experience with ArcGIS Applications, including Experience Builder, ArcGIS Dashboards, Web Maps, Survey123, and/or ArcGIS Knowledge
Experience working with ArcGIS Enterprise environments and web-based GIS applications
Experience with database administration and management, including PostgreSQL and/or enterprise geodatabases.
Experience working with REST Services, Feature Services, and Web Feature Layers
Knowledge of programming or scripting using JavaScript, C++, C#, and/or Python
Experience with GIS data publishing, layer configuration, and integration into web applications
Basic understanding of Excel functions, data formatting, manipulation, and data preparation
Ability to troubleshoot GIS applications, data, and dashboard functionality
Understanding GEOINT, all-hazards threat assessment, risk analysis, or mission assurance concepts is a plus
Requirements
Education & Experience:
3-6 years of GIS work experience
Required Certificates & Licenses:
Cartography, Computer Science, Geography, Geographic Information Systems
Desired Certificates & Licenses:
Cartography, Computer Science, Geography, Geographic Information Systems, GEOINT Certificate plus 4 years of experience related to job duties
Other:
Security Clearance: Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.*
Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
Hybrid Role: Includes monthly travel to a local designated government site to work on secure networks and maintain access.
Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 5% of the time.
Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
