Position Overview
Apply your geospatial expertise to protected-species conservation.
CASE is seeking a GIS Analyst Level II to support NOAA Fisheries’ Office of Protected Resources (OPR). The analyst will provide geospatial data management, analysis, mapping, quality assurance, documentation, and technical support for protected-species science, conservation, and regulatory programs.
The successful candidate will develop and maintain environmental geospatial datasets and geodatabases; integrate spatial, biological, and project information; conduct spatial analyses; produce maps and decision-support products; prepare metadata; and help maintain the accuracy, integrity, and usability of NOAA’s geospatial resources.
This is a fully remote position requiring availability primarily during normal Eastern Time business hours, with reasonable flexibility to collaborate across time zones.
Key Responsibilities
Obtain, review, organize, and maintain environmental and protected-species geospatial data.
Evaluate datasets for completeness, currency, spatial reference, lineage, attribute quality, and fitness for use.
Create, update, and maintain geodatabases, feature classes, shapefiles, attributes, and related documentation.
Integrate biological, habitat, environmental, project, GPS, field, and other geospatial information.
Conduct spatial analyses and geospatial modeling to support scientific, conservation, planning, and regulatory needs.
Produce clear, accurate maps, figures, spatial summaries, and other decision-support products.
Develop and maintain metadata documenting data sources, processing methods, attributes, lineage, limitations, and appropriate uses.
Perform spatial and attribute quality assurance and quality control.
Support data conversion, version control, archival, and repeatable geoprocessing workflows.
Develop or improve scripts and tools used for data preparation, analysis, automation, and quality checks.
Troubleshoot geospatial data, application, and workflow issues.
Support integration with enterprise GIS platforms and other NOAA systems.
Coordinate with NOAA scientists, analysts, program personnel, data providers, and other authorized partners.
Maintain organized project files, methods, scripts, review records, and supporting documentation.
Track assignments and provide timely updates on progress, dependencies, risks, and upcoming activities.
Required Qualifications
Bachelor’s degree in geography, geographic information science, environmental science, marine science, biology, natural-resource management, computer science, or a related discipline.
At least three years of relevant professional GIS or geospatial-analysis experience.
Demonstrated experience using Esri ArcGIS applications, including ArcGIS Pro.
Experience creating, maintaining, and quality-checking geodatabases and environmental or scientific spatial datasets.
Experience conducting spatial analysis and producing professional cartographic products.
Experience preparing or maintaining geospatial metadata.
Ability to document analytical methods, assumptions, limitations, and results clearly.
Strong organizational, analytical, problem-solving, and technical-writing skills.
Ability to manage concurrent assignments, work independently, meet deadlines, and collaborate effectively in a remote environment.
Authorization to work in the United States.
Preferred Qualifications
Graduate degree in GIS, geography, environmental science, marine science, biology, or a related field.
Experience supporting NOAA, another federal science or natural-resource agency, or a comparable environmental program.
Experience working with marine, fisheries, protected-species, habitat, or environmental regulatory data.
Knowledge of federal geospatial-data and metadata standards, including FGDC or ISO 19115.
Experience with ArcGIS Online, ArcGIS Enterprise, web GIS, or enterprise geodatabases.
Experience with Python, ArcPy, R, SQL, ModelBuilder, or other geospatial scripting and automation tools.
Familiarity with data conversion, versioning, archival, and reproducible geospatial workflows.
Experience integrating shapefiles, GPS information, field observations, remote-sensing data, or geophysical datasets.
Familiarity with the Endangered Species Act, Marine Mammal Protection Act, National Environmental Policy Act, or related conservation programs.
Experience providing GIS technical assistance to scientific or nontechnical users.
