Mission of the Service:
To implement a geographic information system (GIS) enabling data capitalization and the deployment of tools supporting operational management and decision-making, while integrating the necessary organizational structure and governance for its smooth operation.
Team Composition:
13 staff members, including:
- 1 Head of the SIT (Territorial Information System) Service
- 5 staff in the Topography Unit
- 7 staff in the Geomatics Unit:
- 1 Unit Head
- 6 GIS Database Administrators
The Geomatics Unit carries out cross-cutting missions in design, administration, development, and valorization of the territorial information system. Its organization is based on two complementary areas of expertise:
Geospatial Data Management and Governance (database administration, data quality, governance, cataloging, automation)
GIS Usage Development (project management, application development, spatial analysis, data valorization, and user support)
Each staff member contributes to all unit missions while deepening expertise in one of the two domains.
Position Objective:
Design, develop, administer, and evolve components of the territorial information system
Ensure the quality, availability, security, structure, and valorization of geospatial data
Lead or contribute to geomatics projects and support departmental users in their use of geographic information
Participate in team dynamics, knowledge sharing, and continuous improvement of practices
Main Activities:
Activity 1 – Design, Administer, and Evolve Territorial Information System Applications and Services
GIS Applications and Platforms:
- Design, develop, configure, and maintain GIS applications and services
- Participate in GIS platform administration
- Ensure technical and functional coherence, evolution, interoperability, and operational readiness
- Contribute to technical and functional architecture decisions
- Support security and sustainability of platforms
- Provide functional and technical assistance
Technical Data Administration:
- Administer the local authority’s geospatial databases
- Ensure availability, performance, and consistency
- Design and evolve database architecture
- Guarantee data integrity, reliability, and security
- Perform corrective and evolutive maintenance
- Develop tools to facilitate data exploitation
- Document administration procedures
Data Quality, Governance, and Dissemination:
- Define and implement quality control procedures
- Coordinate backup management with the IT department (DSI)
- Administer access rights
- Develop data quality monitoring indicators
- Participate in geospatial data governance
- Organize metadata production and management
- Administer data catalogs and define cataloging strategies
- Ensure interoperability with partner catalogs
- Support data dissemination and valorization
Automation and Industrialization of Workflows:
- Develop, maintain, and automate scripts and processing workflows
- Design tools to ease data exploitation
- Participate in technical administration of GIS server components
- Develop and maintain CI/CD pipelines
- Contribute to continuous improvement of technical processes
User Management and Support:
- Collect, qualify, and follow up on user requests
- Support business referents in using geospatial databases and tools
- Provide functional and technical assistance
- Route requests appropriately and follow up
- Identify recurring needs and contribute to tool, data, and practice improvements
Activity 2 – Design and Support Geomatics Projects for Departmental Services
Analyze needs and design appropriate technical solutions
- Collect, analyze, and formalize requirements from departments, partners, and users
- Draft project charters with business stakeholders
- Advise departments and partners on geographic information use
- Lead geomatics projects from feasibility studies to production deployment
- Define functional and technical specifications
- Design solutions aligned with business needs and the overall information system architecture
- Coordinate internal and external stakeholders
- Support change management
- Monitor, evaluate, and continuously improve projects
- Contribute to the evolution strategy of the territorial information system
Geospatial Information Production and Valorization:
- Produce, integrate, and update geospatial data
- Conduct spatial analyses
- Design territorial indicators
- Produce maps and decision-support tools
- Develop territorial observatories and dashboards
- Promote geographic information to departments and partners
Activity 3 – Unit Operations: Administrative, Budgetary, and Partnership Management
Manage tenders, contractors, and partnerships related to projects
Monitor institutional partners (e.g., CRAIG, AURG)
Participate in budgetary monitoring of activities and projects
Contribute to smooth unit operation: change management, knowledge sharing, reporting, service continuity
Participate in SIT training program development and deliver training sessions
Key Focus Areas:
This role is part of a common framework for all geomatics engineers in the unit; responsibilities and involvement levels vary based on the role’s specialization and service priorities.
Project Management: 60% of the position

Your Profile:
Status: Territorial civil servant (engineer or attaché) / Contractual position (CDD for 3 years)
Education: Bachelor’s +3 to +5 in applied information technologies with a focus on GIS, or in territorial data analysis with GIS specialization
Experience: Minimum 5 years preferred in GIS implementation and administration, ideally in urban planning or land development contexts

Working Hours: 1,607 hours/year + RTT days; 4.5 or 5-day cycles; remote work possible
Salary: Statutory grade scale + performance bonus (GF 9)
