Context
The GIS Project Manager supports the execution of enterprise-wide Geographic Information System (GIS) initiatives under land-focused programs. This role is ideal for a delivery-oriented professional capable of coordinating technical teams, business stakeholders, and external partners to ensure high-quality outcomes across complex, multi-faceted initiatives.
Key Responsibilities
Lead planning, coordination, and delivery of multiple parallel GIS workstreams aligned with the organization’s land management roadmap.
Oversee end-to-end delivery of GIS datasets, spatial workflows, and web-based GIS products—including web layers, maps, and dashboards.
Manage project schedules, milestones, scope, dependencies, and risks across internal teams and external vendors.
Track progress and provide clear status updates to senior stakeholders and project sponsors.
Ensure delivery of enterprise GIS platforms, as well as spatial data integration and automation solutions.
Review and approve technical delivery plans—including scheduling for data integration, validation, publishing, and production deployment.
Define acceptance criteria and ensure deliverables meet business requirements, quality standards, and operational expectations.
Serve as the primary liaison for GIS delivery between land management teams, environmental stakeholders, design teams, and external service providers.
Translate business needs into clear, actionable delivery plans for technical teams.
Ensure GIS deliverables support land program objectives—including temporary easement tracking, land acquisition analysis, corridor and impact analysis, and title/ownership integration.
Support rigorous governance of parcel, property, stakeholder, and title-related data—including identifiers, traceability, and validation practices.
Promote scalable, repeatable, and auditable GIS delivery practices across all projects.
Profile / Competencies
Education: Bachelor’s degree in Geographic Information Systems (GIS), Geography, Geomatics, Engineering, Urban Planning, Computer Science, or a related field. A combination of equivalent education and relevant experience will also be considered.
Experience: Minimum of 20 years of experience in GIS, spatial data, or data-driven delivery environments. Minimum of 5 years of experience as a project manager, delivery manager, or program manager.
Technical Skills:
Strong conceptual understanding of ArcGIS Enterprise—including portal environments, web services, and enterprise geodatabases.
Solid grasp of spatial data integration, transformation, and automation concepts—including tools such as FME.
Good understanding of GIS publishing and deployment cycles across development, testing, and production environments.
Demonstrated experience managing enterprise GIS initiatives or large-scale spatial data projects in complex delivery contexts.
Experience working in multi-vendor delivery models and coordinating contributions from multiple teams.
Knowledge of land-related programs—including temporary easements, land acquisition, corridor infrastructure projects, environmental considerations, and title/ownership reconciliation.
Experience in infrastructure, utilities, or transportation programs is considered an asset.
Prior experience as a GIS delivery manager or GIS program lead is considered an asset.
Familiarity with enterprise data governance practices is considered an asset.
Strong oral and written communication skills in both French and English
