About the Department
The Office of Geoinformation and Land Consolidation serves as the central service provider for geospatial data across the City of Leipzig administration and external clients. Since 2013, it has operated the Geospatial Data Infrastructure Leipzig (GDI-L), forming the foundation for the Urban Data Platform (UDP) and the Digital Twin Leipzig (DZ-LE).
Your Responsibilities
Participation in the Cockpit Klimamission und Planungsbeschleunigung (CoKliP) project, especially in the sub-project Development of AI-Optimized Planning Processes and Testing in the Real Laboratory “Schulquartier”
Technical implementation and pilot operation of the Urban Model Platform (UMP), based on the OGC API Processes standard, as a new component of the Digital Twin Leipzig
Planning and coordination of IT application management for the UMP, including requirements analysis and alignment of system architecture with technical partners and IT service providers
Technical preparation and support of IT procurement processes
Execution of geospatial data management tasks, including design, creation, and operation of geodata integration processes, and provision of geodata—including metadata—for components of the Urban Data Platform Leipzig
Design, development, and operation of digital dashboards and map applications, including associated geodata pipelines and transformations
Development of an operational and security concept for the UMP, including preparation for integration into existing organizational and technical structures of the City of Leipzig
Documentation and presentation of project results, as well as planning and conducting events, training, and further education measures
Your Profile
Completed university degree in a technical/engineering field, e.g., Geoinformatics, Geodesy, Cartography, Geomatics, or Surveying Engineering, ideally complemented by several years of practical experience
Strong analytical skills, ability to systematically grasp complex issues, develop robust solutions, and confidently present decisions
Excellent communication and negotiation skills, flexibility, teamwork orientation, and structured, efficient time management
Knowledge in geospatial data engineering and development of complex spatial ETL processes
Familiarity with open and interoperable geospatial standards (OGC)
Proficiency in geodatabase systems, spatial ETL tools, desktop GIS, and web GIS servers and applications—ideally ArcGIS Pro, FME, PostgreSQL with ArcSDE, ESRI Portal, or comparable open-source tools (e.g., QGIS, Masterportal, Apache Superset, GeoServer)
Programming skills in Python are advantageous
Very good command of German (written and spoken, minimum level C1)
Willingness to relocate and pursue further professional development

Fixed-term full-time position (39 hours/week for civil service employees)
Annual starting salary between €56,741 and €68,869 gross (based on pay grade 12 of the TVöD collective agreement, including annual special payment)

For Internal Employees of the City of Leipzig
The City supports professional development through temporary role changes, enabling staff to gain new competencies and explore different areas. Permanent employees may apply for fixed-term internal positions. Transferring to a fixed-term role does not affect the existing permanent contract, but there is no automatic right to return to the previous position afterward. Continued employment depends on available opportunities. The Personnel Transfer Office provides support in finding new assignments before the fixed-term role ends.
