GIS Team Leader

General Description Citics is hiring a GIS Team Leader to lead the GIS team responsible for digitizing cadastral data. You will transform raw data (maps, CAD drawings, and other sources) into structured GIS layers—parcel boundaries, roads, and hydrology—for Citics’ cadastral query system. This position involves both direct GIS work and team leadership: building automated digitization workflows, while assigning, monitoring, and reviewing tasks for GIS specialists to ensure timely and high-quality delivery. Key Responsibilities Process raw data (cadastral maps, CAD drawings, scanned maps, OSM, etc.) to digitize parcel boundaries, roads, and hydrology. Build and maintain GIS datasets for Citics’ cadastral query system. Automate cadastral digitization workflows to reduce manual effort and errors. Select appropriate data sources and processing methods based on data characteristics. Assign, supervise, and evaluate GIS specialists’ work to ensure deadlines and quality standards are met. Requirements Mandatory Requirements Proficiency in ArcGIS (ArcGIS Pro) and QGIS. Experience processing raw data (maps, CAD files, etc.) to produce parcel, road, and hydrology layers for cadastral systems. Demonstrated experience automating cadastral digitization tasks in GIS (e.g., using Model Builder, QGIS Model Designer, Python, or FME). Strong understanding of cadastral data and OpenStreetMap (OSM) characteristics to apply appropriate methodologies. Proven ability to manage and delegate tasks to GIS specialists. Preferred Qualifications Prior experience working with Vietnamese cadastral maps or mapping applications in Vietnam. Experience with PostgreSQL/PostGIS or GeoServer.
