The Geodata Service Department manages the city’s geospatial data infrastructure and handles cadastral and engineering surveying. It serves as the official surveying authority under the Niedersächsisches Vermessungsgesetz (NdsVermG), hosts the office of the land consolidation committee, and produces graphic and reprographic services for the entire administration—including the official city maps. Additionally, the department supports the expansion of the city’s digital infrastructure.
Key Responsibilities
Lead and coordinate activities in the areas of geobase data and surveying
Exercise authority under Section 6(3) NdsVermG, applying your qualification for the higher surveying service and handling foundational matters in municipal geobase data and surveying procedures
Make decisions on complex surveying cases handled by surveying engineers and technicians in the department, including:
- Collecting and documenting cadastral information in complex or principle-based cases
- Leading and being responsible for maintaining the cadastral register
- Conducting boundary determinations and demarcations, concluding boundary agreements—especially in difficult cases
- Performing and overseeing complex surveying operations
- Developing rules and procedures for maintaining the city map (Stadtrundkarte)
- Controlling and monitoring all engineering surveying tasks
Qualifications & Requirements
Eligibility for appointment to Group II, Level 2 entry-level position in the technical services career path, specialization in surveying and land registry
Proven leadership and technical expertise, initiative, commitment, and resilience
Strong goal- and results-oriented management skills, combined with analytical and strategic thinking
Willingness to take responsibility, along with cooperation, communication, and conflict-resolution skills
Independence, motivation, and persuasive ability are highly desirable
Solid legal, technical, and practical knowledge in land registry and geobase data acquisition
Preferably, experience in land readjustment (Umlegungen) and geoinformation systems
