About the Role
Contractual Arrangement
Type: External consultant
Posting Date: Oct 27, 2026
Closing Date: Nov 9, 2026, 4:59:00 PM
Location: Ouagadougou, Burkina Faso
Schedule: Full-time
Area of Expertise
Climatology / Environmental Sciences / GIS / Remote Sensing / Spatial Modelling and Climate Risk Analysis
Purpose of Consultancy
Conduct the climatological, geospatial, and data analysis components of the National Health Vulnerability and Adaptation Assessment (EVA) to climate change and provide technical inputs for developing the new National Health Adaptation Plan (PNA), in close coordination with National Consultant No. 1.
Background
Climate change poses a growing threat to public health in Burkina Faso, exacerbating vector-borne diseases (e.g., malaria, dengue), diarrheal and acute respiratory infections, and food insecurity. In response, Burkina Faso committed to climate-resilient health systems at COP26. However, the last Health EVA (2017) and Health PNA (2014–2015) are outdated. A new EVA and updated PNA are urgently needed to guide climate-resilient health planning.
Key Tasks and Responsibilities
Co-develop detailed methodology, work plan, timeline, and implementation tools with National Consultant No. 1.
Review the 2017 Health EVA and 2014–2015 Health PNA, focusing on hydro-climatic data, climate risks, and spatial vulnerability dimensions.
Collect, compile, process, and disseminate climate-health and hydro-climatic data for the EVA.
Conduct climate and spatial analyses, including geodatabase management, meteorological time-series analysis, remote sensing, and spatial modeling as required.
Produce maps and vulnerability/resilience diagnostics based on climate and geospatial data for the health sector.
Support validation of EVA/PNA data and document methods, sources, and data processing.
Contribute to the draft and final EVA report, especially sections on hazards, exposure, climate data, spatial analyses, and risk assessment.
Provide technical climate and geospatial inputs for drafting the initial and final versions of the new Health PNA.
Participate in launch meetings and national workshops (scoping, validation, finalization, adoption).
Incorporate feedback from workshops into deliverables, in coordination with National Consultant No. 1.
