About the Role
Role Overview The Project Manager – GIS will be responsible for managing and delivering GIS-based projects for Government departments, PSUs and government agencies.
The role will involve a combination of GIS project management, government stakeholder management, project documentation, technical solutioning, proposal development, field implementation and vendor management.
The candidate will work closely with government stakeholders, consultants, implementation partners and vendors to ensure successful project execution.
The ideal candidate should have the ability to manage GIS projects end-to-end while independently preparing and reviewing critical project documents such as DPRs, RFPs, RFQs, SOWs, technical proposals, technical specifications, BOQs, project plans and other government project documentation.
GIS Project Management
Lead end-to-end execution of GIS/Geospatial projects for Government clients.
Manage project planning, implementation, monitoring and closure.
Define project scope, objectives, milestones, timelines, resources and deliverables.
Prepare detailed project plans and implementation roadmaps.
Track project progress against agreed timelines, SLAs and contractual deliverables.
Government Project Documentation – Critical Responsibility
Lead preparation of high-quality government project documentation.
Develop and review Detailed Project Reports (DPRs) for GIS and technology projects.
Prepare and contribute to RFPs, RFQs, EOI documents, SOWs and tender documents.
Develop detailed technical documentation, technical specifications and solution documents.
Prepare project implementation plans, methodology documents and technical approaches.
Develop BOQ/BOM, manpower requirements, infrastructure requirements and resource estimates.
Prepare project proposals and technical responses against government RFPs.
Develop scope of work, functional requirements, technical requirements and deliverable matrices.
Government Stakeholder Management
Serve as the key project interface between Innovatiview and government clients.
Coordinate with senior government officials, department heads, nodal officers and project representatives.
Conduct regular project review meetings and present project status, MIS and dashboards.
Understand government requirements and translate them into actionable technical and operational deliverables.
Field Survey & Multi-Location Execution
Plan and manage GIS field surveys across multiple cities, districts or project locations.
Coordinate field survey teams, GIS teams, implementation teams and external agencies.
Monitor GPS-based surveys, geo-tagging, asset verification and field data collection.
Establish quality control mechanisms for field-collected data.
Ensure timely completion of field activities in line with project milestones.
Travel to government project locations as required for project reviews and implementation.
Vendor & Team Management
Skills Required
10+ years of overall professional experience.
Proven experience as a Project Manager / Senior Project Manager – GIS.
Mandatory experience in managing GIS/Geospatial projects for Government departments, PSUs or Government agencies.
Strong experience in DPR preparation and RFP development.
Excellent technical documentation and report-writing skills.
Experience preparing DPRs, RFPs, RFQs, EOIs, SOWs, technical proposals and technical specifications.
Experience in preparing BOQs/BOMs, implementation plans and technical compliance matrices.
