DIVISION - INFRASTRUCTURE
DEPARTMENT/SECTION - MAPPING
The Infrastructure Division addresses infrastructure planning, construction, operations, maintenance, and service quality in the electric and water industries, as well as some telecommunications infrastructure issues. The work of the division includes testimony and recommendation memos in dockets; rulemakings; complaint resolution; geographic information system mapping for water and sewer utility service areas; oversight of the Commission's evaluation, management, and verification contractor for electric utility energy efficiency programs; and Electric Reliability Council of Texas issues, including electric-gas coordination. The division has three sections: Engineering, Infrastructure Analysis and Mapping.
Engineering Section
The Engineering Section reviews and recommends routes for new electric transmission lines, electric utility requests to build new generating facilities, and requests for electric utility sales, transfers, and mergers. The section analyzes utilities' cost of facilities, equipment, and supplies, the rate to allocate costs over their useful life, expenses to operate and maintain facilities, and funds set aside for emergency events. The section also addresses electric reliability and service quality issues and complaints about the cost of obtaining utility service.
Infrastructure Analysis Section
The Infrastructure Analysis Section addresses the need for water and electric utility service area changes as well as water utility purchases. Other issues the section addresses include distressed water utilities, including the capital costs and operations and maintenance expenses incurred by temporary managers of those utilities; electric utility fuel and purchased power costs; electric utility advanced metering systems; and telephone area codes and other numbering resource issues.
Mapping Section
The Mapping Section uses Geographic Information System software to manage and maintain boundary data and maps for electric, water, and sewer certificated service areas; review water and sewer mapping data and maps in applications that obtain or amend certificated service areas; provide mapping guidance on certificates of convenience and necessity (CCN) mapping requirements; respond to public and staff requests for electric, water, sewer data and maps; manage and maintain the state's Electricity Supply Chain Map; and manage the Water and Sewer CCN Viewer, electric viewers and telecommunication viewer.

The Mapping Section in the Infrastructure Division is seeking a
GIS Specialist
, a position responsible for performing GIS data analysis and mapping related to the electric, telecommunications, and water and wastewater utility industries; creating and maintaining boundaries of certificates of convenience and necessity (CCN); and gathering, analyzing, manipulating, and maintaining geographic and spatial data to produce accurate maps, GIS data, and other representations of data.
Minimum Qualifications
The ideal candidate should possess the following minimum qualifications. Applicants must meet all the required minimum qualifications to be considered for this position:
GIS Specialist II
Graduation from an accredited college or university with a bachelor's degree or higher in geography, geographic information systems, computer science, computer information systems, management information systems, or a related field; and
A minimum of one year of paid full-time work experience in geographic information systems (GIS) and design, mapping, geospatial analysis, spatial data management, closely related GIS work, or a combination of these areas.
GIS Specialist III
Graduation from an accredited college or university with a bachelor's degree or higher in geography, geographic information systems, computer science, computer information systems, management information systems, or a related field; and
A minimum of three years of paid full-time work experience in geographic information systems (GIS) and design, mapping, geospatial analysis, spatial data management, closely related GIS work, or a combination of these areas.
Preferred Qualifications
The ideal candidate will also possess one or more of the following preferred qualifications:
Experience performing GIS work for a regulatory agency or a regulated utility.
Experience leading, coordinating, or serving in a key role on GIS projects.
Experience creating, maintaining, or supporting GIS projects, spatial databases, or GIS web-based tools used to display, analyze, or manage geospatial data.
WORK SCHEDULE
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests is based on business needs and management discretion and is not guaranteed.
Newly hired employees are required to complete a waiting period before becoming eligible to telecommute. After 30 days of employment and with supervisor approval, a new hire may telecommute up to one day per week. After 90 days of employment and with supervisor approval, a new hire may telecommute up to two days per week. Supervisors may require new hires to report to the office more frequently if necessary to support training, performance, or business needs.
VETERAN'S PREFERENCE
Veterans, Reservists, or Guardsmen with a Military Occupation Specialty (MOS) or additional duties that fall in the fields listed in the below link who meet the minimum qualifications are encouraged to apply.

Starting salary will be determined based on the selected candidate's qualifications and experience within the advertised salary range. The salary of an ERS retiree or non-contributing member may be 6% less than the recommended salary.

The Public Utility Commission of Texas (PUCT) participates in the EVerify+ system to confirm employment eligibility for all newly hired employees. All candidates must be legally authorized to work in the United States at the time of hire.
Employment offers are contingent upon successful completion of the EVerify+ employment eligibility process.

The Public Utility Regulatory Act imposes certain restrictions on PUCT employees' investments, professional activities, and relationships with public utilities, with some limited exceptions. PUCT employees are also prohibited from having a financial interest in a public utility, an affiliate of a public utility, and a person a significant portion of whose business consists of furnishing goods or services to public utilities or affiliates.

Internal Applicant Eligibilty Requirements
Newly hired employees must successfully complete their six-month probationary period and have a satisfactory performance review on file before becoming eligible to apply for other positions within the PUCT.
Employees who transfer to a new position or division must remain in their new role for at least six months and have a satisfactory performance review before applying for another position within the PUCT.
Employees are not eligible to apply for positions within their classification series in their current division. This restriction does not apply for supervisory positions within the same classification series. Advancement within a classification series in the same division occurs through the promotional process based on demonstrated performance at the high level.
