Senior GIS Data Analyst (Applications Systems Analyst II – EHRA)

As a senior member of the Spatial Data Management Group, you will help design, implement, and maintain enterprise geospatial data systems and ensure compliance with data standards, security protocols, and integrity practices. Duties include creating and refining data schemas and metadata; reviewing and optimizing ETL scripts that migrate legacy data into modern GIS databases using SQL, Python, and related scripting; guiding and mentoring junior staff; and coordinating with the database team on schema changes, migrations, and upgrades. The GIS Unit provides GIS services, application development, reporting, server/system architecture, and system maintenance for NCDOT infrastructure. Preferred skills include leading GIS projects and requirements gathering (ServiceNow, Azure DevOps); ETL/data integration with the Esri suite, SQL Server, and PostgreSQL; and establishing GIS data standards. Minimum qualifications follow NC equivalency paths (bachelor’s + 2 years, associate’s + 3 years, or HS/GED + 6 years, or equivalent). Salary $81,504–$122,256. Applications close October 12, 2026.
