Urban Planning Specialistأخصائي التخطيط العمراني العربية تبحث NIFA Consult عن أخصائي تخطيط عمراني يمتلك قدرة قوية على تحليل المدن والمناطق والأراضي وربط التخطيط العمراني والإقليمي باستعمالات الأراضي والبنية التحتية والفرص الاقتصادية والاستثمارية. تتطلب الوظيفة شخصاً يتجاوز إعداد الخرائط والتحليل المكاني التقليدي، ويستطيع تقييم المواقع من منظور تنموي واستثماري، وتحديد المناطق الأنسب للأنشطة الصناعية أو السياحية أو اللوجستية أو العقارية وغيرها، بالاستناد إلى خصائص الموقع، البنية التحتية، سهولة الوصول، التوسع العمراني، والأنشطة الاقتصادية المحيطة. المهام الرئيسية: تحليل المخططات التنظيمية والإقليمية واستعمالات الأراضي. دراسة المدن والمناطق والأراضي وتحديد إمكاناتها التنموية والاستثمارية. تحليل شبكات الطرق والنقل والبنية التحتية والخدمات وعلاقتها بجاذبية المواقع. استخدام نظم المعلومات الجغرافية GIS في التحليل المكاني وإعداد الخرائط وقواعد البيانات. تحليل التوسع العمراني، توزيع السكان، الأنشطة الاقتصادية ومراكز الإنتاج والخدمات. تقييم ومقارنة المواقع المقترحة للمشاريع وفق معايير تخطيطية واقتصادية واستثمارية. تحديد المواقع المناسبة لتطوير مناطق صناعية أو سياحية أو لوجستية أو عقارية أو متعددة الاستخدامات. إعداد الدراسات المكانية والخرائط التحليلية والتقارير والعروض التنفيذية. العمل مع فرق الاستثمار والاقتصاد والهندسة لتحويل نتائج التحليل المكاني إلى فرص ومقترحات قابلة للتطوير. المؤهلات والخبرات المطلوبة: شهادة جامعية في التخطيط العمراني أو الإقليمي، الهندسة المعمارية، الهندسة المدنية، الجغرافيا أو اختصاص قريب. خبرة عملية في التخطيط العمراني أو الإقليمي أو استعمالات الأراضي أو التنمية المكانية. إجادة استخدام نظم المعلومات الجغرافية GIS، ويفضل ArcGIS أو QGIS. قدرة جيدة على قراءة وتحليل المخططات التنظيمية والإقليمية وخرائط استعمالات الأراضي. فهم جيد لشبكات النقل والبنية التحتية والتوسع العمراني وتوزع الأنشطة الاقتصادية. قدرة على تقييم الأراضي والمواقع من منظور يتجاوز الاعتبارات التخطيطية إلى الإمكانات الاقتصادية والاستثمارية. مهارات تحليلية قوية وقدرة على تحويل البيانات والخرائط إلى استنتاجات وتوصيات عملية. إجادة إعداد التقارير والعروض والخرائط التحليلية. مستوى مهني جيد في اللغة الإنكليزية. يفضل وجود معرفة بأنظمة التخطيط والتنظيم العمراني في سورية أو خبرة في مشاريع تخطيطية وتنموية في المنطقة. نبحث بشكل خاص عن مخطط يمتلك عقلية استثمارية، وليس مجرد مستخدم لأدوات GIS؛ شخص يستطيع دراسة منطقة معينة وتحديد أين يمكن أن تنشأ فرص التطوير والاستثمار، وما نوع النشاط الأنسب لكل موقع، وما العوامل التي تجعل موقعاً أكثر جاذبية من غيره. English NIFA Consult is seeking an Urban Planning Specialist with strong capabilities in analyzing cities, regions, and land and connecting urban and regional planning with land use, infrastructure, and economic and investment potential. The role requires a professional who goes beyond traditional mapping and spatial analysis and can assess locations from a development and investment perspective, identifying suitable areas for industrial, tourism, logistics, real estate, and other activities based on location characteristics, infrastructure, accessibility, urban growth, and surrounding economic activity. Key Responsibilities: Analyze master plans, regional plans, and land-use frameworks. Assess cities, regions, and land to identify development and investment potential. Analyze transportation networks, infrastructure, utilities, and accessibility and their impact on location attractiveness. Use Geographic Information Systems (GIS) for spatial analysis, mapping, and database development. Analyze urban expansion, population distribution, economic activities, and production and service centers. Evaluate and compare potential project locations using planning, economic, and investment criteria. Identify suitable locations for industrial, tourism, logistics, real estate, and mixed-use development. Prepare spatial studies, analytical maps, reports, and executive presentations. Work closely with investment, economic, and engineering teams to translate spatial analysis into actionable development and investment opportunities. Qualifications & Experience: Bachelor's degree in Urban or Regional Planning, Architecture, Civil Engineering, Geography, or a related discipline. Relevant professional experience in urban planning, regional planning, land-use planning, or spatial development. Strong proficiency in Geographic Information Systems (GIS), preferably ArcGIS or QGIS. Ability to interpret and analyze master plans, regional plans, and land-use maps. Good understanding of transportation networks, infrastructure systems, urban expansion, and the spatial distribution of economic activity. Ability to assess land and locations beyond planning considerations and evaluate their economic and investment potential. Strong analytical skills and the ability to translate spatial data into practical conclusions and recommendations. Ability to prepare professional analytical maps, reports, and executive presentations. Good professional proficiency in English. Knowledge of the Syrian urban planning and regulatory environment, or experience in planning and development projects in the region, is preferred. We are particularly interested in planners with an investment mindset rather than GIS technicians — professionals who can examine a geographic area, identify where development and investment opportunities can emerge, determine the most suitable activity for each location, and explain why one site has greater potential than another.
