Distinguishing Characteristics Assessment Administrator/GIS Technician I: This is the entry-level position in the Assessment GIS Technician job series. Assessment Administrator/GIS Technician II: Performs intermediate, standard-level work and is the second in the Assessment GIS Technician job series. General Purpose Of Job Performs a variety of routine and complex administrative duties and geographic information system (GIS) support functions in the day-to-day operations of the Assessor's Office with property records, parcel mapping, ownership, and data valuation. Provides customer service and responds to inquiries from the public, County departments, taxing authorities, and external agencies. Enters, maintains, researches, and analyzes property and GIS data; processes and reviews records and legal documents; and assists with parcel changes, boundary determinations, statutory reporting, and data requests. As proficiency and experience increase, independently performs more complex GIS and assessment functions, resolves complex property and boundary issues, provides technical guidance and training to staff, and supports the development and improvement of departmental processes, procedures, and workflows. Essential Job Functions (These duties are illustrative of typical essential responsibilities of the job, and may vary according to assignment) Assessment Administrator/GIS Technician I Performs basic administrative and assessment support duties under close supervision. Assists customers in person and by phone; locates records, completes forms, and provides general information. Uses computer systems and specialized software to enter and retrieve data, conduct basic research, and create documents. Processes routine documents, ensuring completeness and accuracy. Communicates with other County offices and external agencies to obtain or provide basic information. Reviews work for accuracy and completeness. Assists with research, analysis, and documentation required for statutory reporting and internal operations. Assists with responding to data requests from County departments, taxing authorities, the Division of Property Tax, and the public. Learns to identify and resolve basic issues in compliance with property valuation statutes. Trains under senior staff to develop GIS knowledge and skills. Responds to basic inquiries regarding GIS data, property information, and County services. Assists with maintaining parcel ownership records, legal descriptions, and mapping data. Assists in researching recorded documents to support boundary and ownership determinations. Supports customers and staff in using property maps and related resources. Assessment Administrator/GIS Technician II Performs all duties of the Assessment Administrator/GIS Technician I with minimal supervision. Independently assists customers with more complex transactions; provides guidance on processes and directs inquiries appropriately. Accurately enters, retrieves, and analyzes data using multiple systems and software applications. Processes more complex documents and ensures proper classification, accuracy, and completeness. Utilizes judgment in electronic document filing and records management. Communicates and coordinates with County departments and external agencies to exchange detailed information. As directed, may assist with training and guidance to Assessment GIS Technician I staff and review work for accuracy. Conducts research and analysis for statutory requirements and higher-level data requests. Completes intermediate-level property tax administration coursework. Identifies and resolves issues in compliance with property valuation statutes. Processes parcel changes, including boundary adjustments, subdivisions, and taxing district updates. Analyzes legal descriptions, deeds, and plats to accurately determine parcel boundaries and land characteristics. Maintains and updates the GIS parcel layer and associated records. Updates electronic records systems with parcel history and supporting documentation. Coordinates workflow between mapping, administrative, and appraisal functions. Other duties as assigned.
