Position Summary
Radial Spatial Ltd. is seeking a highly motivated
Consulting GIS Specialist – Service Center Manager
to oversee the day-to-day operations of our GIS Service Center while providing technical leadership for enterprise GIS projects. This position is responsible for supervising GIS personnel, managing project workloads, coordinating client deliverables, supporting enterprise GIS operations, and leading the design and development of GIS applications and enterprise solutions.
The successful candidate will manage GIS production activities, ensure quality control of deliverables, oversee enterprise database administration, coordinate staff assignments, and provide technical guidance for enterprise GIS infrastructure and application development. This position requires strong leadership, excellent communication skills, and the ability to balance project management responsibilities with hands-on technical work.
Essential Duties and ResponsibilitiesService Center Management
Manage the day-to-day operations, workload, and performance of the GIS Service Center.
Plan, organize, prioritize, and assign work to GIS programmers, GIS specialists, production staff, technicians, and application developers.
Coordinate project schedules and staffing assignments to ensure timely completion of client deliverables.
Monitor project progress and adjust staffing resources as necessary to meet production schedules and contractual requirements.
Provide technical leadership, mentoring, coaching, and performance guidance to GIS personnel.
Coordinate employee support services, including payroll coordination, billing support, employee benefits, human resources activities, travel coordination, and professional training.
Maintain effective communication between management, technical staff, and clients.
Assist with budgeting, project planning, staffing forecasts, and resource allocation.
GIS Operations Management
Coordinate GIS staff efforts to implement company policies, client requirements, and established GIS standards.
Oversee enterprise GIS operations and operator training.
Supervise GIS production activities and review completed work for accuracy, completeness, quality, adherence to design standards, and compliance with established workflows.
Ensure project deliverables are completed according to approved schedules and client requirements.
Supervise the maintenance, updating, and integrity of enterprise GIS databases.
Ensure database security, integrity, backup procedures, and user access permissions are maintained in accordance with company policies and project requirements.
Develop, maintain, and enforce GIS quality assurance and quality control (QA/QC) procedures.
Monitor GIS infrastructure performance and recommend improvements to maximize operational efficiency.
Enterprise GIS Administration
Install, configure, administer, and support ArcGIS Enterprise, including Portal for ArcGIS, ArcGIS Server, ArcGIS Data Store, Web Adaptors, and related enterprise components.
Design, administer, and maintain enterprise geodatabases using SQL Server, PostgreSQL/PostGIS, Oracle, or other relational database management systems.
Configure and administer ArcGIS Online organizations, users, groups, hosted feature layers, and enterprise content.
Monitor enterprise GIS environments, perform system maintenance, coordinate upgrades, and ensure reliable system availability.
Coordinate with hardware and software vendors to maintain a stable, secure, and efficient GIS environment.
Evaluate system performance and recommend hardware or software improvements to meet future operational requirements.
Application Development
Design, develop, test, implement, and maintain enterprise GIS applications using Esri technologies.
Develop enterprise GIS solutions utilizing ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, JavaScript, ArcGIS Maps SDK for JavaScript, REST APIs, and related technologies.
Design and develop GIS production tools, workflow automation, and custom user interface components.
Develop and maintain Python scripts, Arcade expressions, ModelBuilder workflows, and automation tools.
Analyze business requirements and design GIS software solutions that improve operational efficiency.
Analyze, design, develop, test, and implement mathematical modeling functions and GIS software components.
Support enterprise GIS integrations with external databases, web services, and third-party applications.
Project Management
Estimate project costs, staffing requirements, software licensing needs, hardware utilization, and project schedules.
Develop project work plans and recommend staffing levels required to complete GIS projects.
Forecast GIS Service Center workloads and recommend staffing adjustments, technology improvements, and hardware or software upgrades.
Coordinate multiple projects simultaneously while ensuring quality, budget, and schedule objectives are achieved.
Develop technical documentation, workflow procedures, user manuals, and standard operating procedures.
Support proposal development, technical writing, project planning, and client presentations when required.
Minimum Qualifications
Bachelor's degree in Geographic Information Systems (GIS), Geography, Natural Resources Management, Earth Sciences, Engineering, Computer Science, Information Technology, or a related field, or equivalent professional experience.
Minimum of
three (3) years of professional GIS experience
, including enterprise GIS administration, application development, or GIS project management.
Experience supervising technical staff or leading GIS project teams.
Strong experience with ArcGIS Pro and the Esri software suite.
Experience administering ArcGIS Enterprise and/or ArcGIS Online environments.
Experience with enterprise geodatabases using SQL Server, PostgreSQL/PostGIS, Oracle, or similar relational database management systems.
Experience developing GIS applications using JavaScript, ArcGIS Maps SDK for JavaScript, REST APIs, and ArcGIS Enterprise technologies.
Experience developing automation using Python, Arcade, and ModelBuilder.
Knowledge of Windows Server administration, enterprise networking, authentication, and system security.
Strong analytical, organizational, project management, and problem-solving skills.
Excellent written, verbal, and interpersonal communication skills.
Ability to manage multiple priorities and lead technical teams in a fast-paced consulting environment.
Preferred Qualifications
Experience managing GIS Service Centers or enterprise GIS support organizations.
Experience supporting federal, state, or local government GIS programs.
Experience designing enterprise GIS architectures and scalable geospatial solutions.
Experience estimating project costs, staffing requirements, and hardware utilization.
Experience developing enterprise GIS production workflows and quality management systems.
Experience with Utility Network, ArcFM, Cityworks, or enterprise utility GIS systems.
Experience with cloud platforms including AWS or Microsoft Azure.
Experience integrating GIS with enterprise business systems and external applications.
Esri Technical Certification(s) are highly desirable.
