In short: You will utilize satellite and InSAR data to monitor object deformations, solicit and assess market products, standardize and automate quality controls, and analyze, test, and improve remote sensing service delivery within the Remote Sensing team.
Assignment Description
Within Rijkswaterstaat, satellite data is used to measure and monitor deformations and displacements of infrastructure objects. Rijkswaterstaat CIV aims to develop and operate this technique as a standardized service. The project approach is to drive development through production. The core of the project involves monitoring three tunnels/low-lying road sections classified as high-risk. The immediate trigger was the uplift observed in one section of the Prinses Margriettunnel in December 2023, followed by the Vollenhoventunnel in 2024. The Minister of Infrastructure and Water Management has informed the Second Chamber that high-risk road sections will be monitored using satellite data to enable timely intervention and minimize traffic disruption (Risicobeschouwing en Handelingsperspectief Overige Objecten n.a.v. Prinses Margriettunnel A7). Monitoring has been included as a KPI for CIV in the Rijkswaterstaat management plan. Additionally, the service will be expanded to other object types.
Project End Date
The project ends at the end of 2028, when the service must be fully operational. For monitoring of the three tunnel sections, the current mandate is provisionally until end-2028.
Introduction (Department and Team)
The Department of Data, Development and Advice (DOA) of Rijkswaterstaat Centrale Informatievoorziening is responsible for the (geo) data foundation for societal themes such as the National Geo-Base Structure, Safety, and (Inland Shipping) Traffic Management. In addition to data products, the department provides advice on this data to internal and external users. It also drives innovation in data acquisition, data analysis, data science, and new algorithms. To accelerate the application of satellite data in Rijkswaterstaat’s workflows, the Remote Sensing Team has been established within DOA. The team advises on usage and develops products and services based on satellite data.
Objective of the Assignment
The primary goal is to ensure the operational continuity of our change detection data production based on (In)SAR satellite data, by soliciting and evaluating products from market parties. The second goal is to further develop the current production into a robust, scalable, testable, and reproducible product for broad use within Rijkswaterstaat.
Work Content and Hours
As with a regular Rijkswaterstaat employee, the content and working hours are determined by Rijkswaterstaat. The Remote Sensing Team Coordinator acts as the direct supervisor and line manager for the contractor. Day-to-day technical supervision is provided by one of the team’s subject matter specialists.
Deliverables and Responsibilities
Drafting product requests to market parties processing InSAR data
Evaluating products delivered by those market parties
Analyzing and documenting the application of InSAR for RWS objects
Standardizing and automating quality controls
Testing the remote sensing service delivery in the ICT environment, including advice on improvements

Requirements
Contract Type: Detachment

Experience: Demonstrable minimum of 4 years of knowledge and experience in analyzing geodetic and remote sensing data, especially (In)SAR data
Education: Demonstrable Wo (research university) degree in remote sensing, geodesy, geotechnics, or technical earth sciences
Technical Skills: Minimum 4 years of experience with Python and QGIS
Language: Ability to discuss, document, and advise on complex technical topics in Dutch
