About the Role
Company: Länsstyrelsen Uppsala Län
Title: Emergency Preparedness Officer with GIS Focus
Description
Are you interested in working to strengthen Uppsala County’s—and Sweden’s—capacity in crisis preparedness and civil defense? We are now recruiting an Emergency Preparedness Officer with a GIS focus for a national assignment within civil protection and emergency preparedness.
The Unit for Civil Protection and Emergency Preparedness
At the unit, we work to strengthen the county’s capacity in crisis preparedness and civil defense. We lead cooperation among local actors and conduct planning, training, and exercises in civil protection and emergency preparedness. As the highest civilian total defense authority, the County Administrative Board plays a central role in building Sweden’s total defense and collaborates closely with other authorities, including in defense planning.
You will work alongside committed colleagues in a workplace where we value job satisfaction and making a real difference.
Job Duties
This position is employed at the Unit for Civil Protection and Emergency Preparedness, but the majority of your time (80%) will be dedicated to a national assignment.
County Administrative Boards operate under a common administrative model with distinct administrative objects. You will work within the administrative object for civil protection and emergency preparedness, whose purpose is to maintain and further develop the operational and IT support systems for which the object is responsible—including signal protection, security protection, civil defense, crisis management, and fire and rescue services.
As the GIS specialist, you will be a key resource for all County Administrative Boards, collaborating with official networks, the Boards’ joint IT department, and external stakeholders to develop solutions that meet their capability needs. The work is highly digital but also involves some travel.
The remaining 20% of your time will be spent at the Unit for Civil Protection and Emergency Preparedness in Uppsala County, where you will contribute to the unit’s civil protection and emergency preparedness tasks.
Qualifications
We are looking for you who hold a higher education degree in Geographic Information Systems (GIS) and have documented experience working with GIS tasks. You also have experience leading complex projects involving multiple stakeholders, as well as experience in business development and digitalization. Familiarity with information security and security protection is required.
You are accustomed to working with flexible, needs-driven methods and have experience producing decision support materials.
Meritorious qualifications include:
Experience identifying business needs and outcomes and linking them to existing or new IT support
Experience working with security-classified information
Experience leading change processes and motivating others
Experience working in an administrative object focused on developing and maintaining administrative products
Experience working in a complex organizational environment
Personal Qualities
As a person, you have a holistic perspective and always act in the best interest of the organization. You are goal- and results-oriented and can adjust your approach when circumstances change. You take initiative and can plan, organize, and prioritize your work effectively to meet deadlines. You are attentive, adaptable in collaboration, and communicate clearly, actively listen, and resolve conflicts constructively. You represent the County Administrative Board in a trustworthy manner and have strong proficiency in Swedish, both spoken and written. We place great importance on your personal qualities.
Terms of Employment
The appointment is permanent and begins with a six-month probationary period, with start date as agreed. Your official title at the authority will be Handläggare (Case Officer).
A security check with register control will be conducted in accordance with the Security Protection Act (2018:585) before employment is decided. In some cases, Swedish citizenship is required.
Additional Information
As a public sector employee, you are expected to uphold the national value base and contribute to developing a good administrative culture characterized by democracy, human rights, legal certainty, efficiency, and accessibility.
