The Directorate of Territorial Strategy, structured around two departments, oversees the following key priorities: Consolidating and developing new forms of territorial engagement, such as Territorial Mobility Committees, Partner Committees, and partnerships with neighboring territories Defining SYTRAL Mobilités’ role as the primary entry point for members and partners Enhancing technical support for members, including multimodal experimentation and employer mobility advice Strengthening strategic planning, forward-looking studies, and intermodality strategy Promoting a culture of public policy evaluation Building a comprehensive mobility resource center—serving other departments and elected officials—including the centralization of SYTRAL Mobilités’ geospatial data and network information Within this context, and as part of the creation of a new position in the Analysis and Planning Department, we are hiring a GIS Data Analyst. Reporting to the Head of the GIS Data Unit, you will be responsible for: Administering and evolving SYTRAL Mobilités’ GIS platform (GEOSYTRAL) Contributing to the cross-departmental data governance initiative Ensuring seamless integration between the GIS, data lake, and decision-support tools Gathering business needs from SYTRAL Mobilités’ departments, designing, and implementing web-GIS applications Developing automated workflows and contributing to the definition of technical and functional guidelines for data architecture Profile Sought: Advanced degree (Bac+5) in geomatics, information systems, business intelligence, data management, or equivalent field Expertise in geomatics, GIS, and data governance Proficiency with ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online, and Experience Builder Experience with PostgreSQL/PostGIS, SQL, Python, and ETL tools (e.g., FME or equivalent) Familiarity with Power BI and decision-support tools Knowledge of information system architecture and enterprise data modeling Rigorous and methodical approach Technical curiosity and strong analytical and synthesis skills Proactive mindset and ability to propose innovative solutions Strong collaborative and cross-functional working skills Excellent interpersonal, teaching, and listening abilities Working Conditions: Location: 21 Boulevard Vivier Merle, 69003 LYON (near Part-Dieu station) Note: Teams will move to new premises at 94 Rue Servient, 3rd arrondissement, by summer 2027. Working hours: 35h/week (7h/day), 37h30/week (7h30/day + 15 RTT days), or 38h45/week (7h45/day + 22 RTT days). ⚠️ This position does not allow remote work. Compensation: Statutory salary, RIFSEEP (IFSE & CIA allowances), year-end bonus, meal vouchers, and membership in the Lyon Metropolis Social Committee (travel, ticketing, culture, leisure, and support services).
