What You’ll Do
For our client, the IND (Immigration and Naturalisation Service), we are looking for a GIS Engineer to support the further development of their GIS application within the IND’s Information & Visualization (IV) organization.
In short: We’re seeking a technically strong professional who takes initiative, critically evaluates existing solutions, and guides junior colleagues. You’ll independently develop and optimize GIS solutions in a largely custom environment tailored to the IND’s processes—using ArcGIS in a predominantly bespoke setup. Experience within a large public-sector organization is highly desirable. The position is location-flexible across the Netherlands.

Detailed Description
We’re looking for a GIS Engineer with several years of hands-on experience with ArcGIS Pro and ArcGIS Experience Builder. You have successfully delivered GIS projects across various organizations and know how to translate technical solutions into real-world applications. You’re curious, analytical, solution-oriented, and energized by technical challenges. You work independently and take ownership of your work, while actively collaborating with colleagues, departments, and stakeholders. You communicate clearly and can explain complex GIS and technical issues in accessible terms to non-GIS colleagues. You’re also adept at navigating large organizations with complex processes, procedures, and stakeholder interests—patient, persistent, and resilient when solutions aren’t immediately available.
Your Responsibilities Include:
Developing web applications using ArcGIS Experience Builder
Building, configuring, and maintaining solutions in ArcGIS Online
Designing data models for Hosted Feature Layers and related tables
Developing REST API integrations between ArcGIS Online and external systems
Automating workflows using Python
Creating ArcGIS Notebooks for periodic tasks and quality checks
Setting up data validation and quality control procedures
Developing Arcade expressions for enhanced functionality in Experience Builder
Analyzing and resolving complex GIS and data-related issues
Advising colleagues on technical solutions
Documenting developed solutions
Supporting implementations and responding to user questions

Background of the Assignment:
The IND aims to be a modern service provider, operating in an information- and data-driven way across the migration chain. The Directorate of Information Provision (DIV) supports all business processes within the IND. Its main responsibilities are divided into four departments: Strategy & Oversight, Production House, Continuity, and Technical Management & Data Services. These departments operate in self-organizing, multidisciplinary teams, developing and managing software iteratively and in short cycles using Agile methodologies, with project-based oversight layered on top.
In the coming years, the existing application landscape will undergo major transformation, and the current INDiGO system will be phased out in stages. DIV interacts extensively with internal and external directorates and maintains strong ties with key chain partners such as the Chamber of Commerce (KvK), Inspectorate for Justice and Security (RvIG), and the Dutch Education Executive Agency (DUO). Due to this high number of interfaces, client and partner needs vary widely—DIV provides expertise, advice, and models and implements changes in consultation. Maintaining the current INDiGO system remains an integral part of IV work, while its renewal is increasingly taking up more time. In addition, DIV supports the online collaboration platform (mainly SharePoint), business operations systems (data warehouse, third-party systems), and public-facing systems (IND.nl – mijnIND).

Are You Our New GIS Engineer?
Requirements:
Minimum of a completed HBO (higher professional education) degree
Minimum of 5 years of demonstrable experience as a GIS Engineer / GIS Specialist
Minimum of 3 years of demonstrable experience in independently designing, building, and testing GIS solutions in collaboration with users, IT specialists, architects, and external partners
Proven experience with IT/solution architecture and/or system integration and/or API architecture within the ArcGIS suite
Initial contract for one year via Voort, with potential for extension and eventual direct employment with the client. ZZP (freelance) is not possible.
Desired Competencies & Skills:
Demonstrated experience with one or more of the following technologies/platforms: ArcGIS Pro, ArcPy, Arcade, SQL, QGIS, FME, PostgreSQL/PostGIS, Azure, Docker, PowerShell, CSS/JavaScript, GeoPandas, Shapely, Jupyter Notebooks, Python, and CI/CD
Experience working in an Agile/Scrum environment
One or more Esri Professional-level certifications (e.g., ArcGIS Enterprise, System Design, Geodata Management)
One or more of the following certifications: Microsoft Azure, cloud architecture, DevOps, or Agile project management
Knowledge of geoinformation, GIS, Geo-ICT, computer science, or equivalent education
Excellent command of Dutch (minimum B2 level)
Ability to produce clear, thorough, and professional technical documentation and work instructions
Strong analytical skills, ability to work independently, and translate complex technical problems into practical, manageable solutions
Comfortable communicating with both end users and technical specialists; able to independently coordinate across disciplines and stakeholders
Affinity with designing and evolving innovative GIS and information products, and making independent technical choices in this domain
Experience gathering user needs and translating them into technical solutions and functional applications
Demonstrated knowledge of data and information management, including data modeling, data quality, metadata, data integration, data governance, and managing data flows
Ability to independently apply these principles when designing and managing GIS and data services
