The Office of Geospatial Information (OGI) is seeking to fill a GIS Specialist position for the providing GIS support for all state agencies. This position requires someone who can help us communicate the vision of expanding the use of geospatial technology across the departments. You will be involved in developing exciting GIS applications, managing ArcGIS Online policies and strategies, developing methodology for geographic analysis, support a dedicated group of GIS users within the State of Missouri, assist with related census work, and developing field mapping applications. Authorization to work in the United States is a prerequisite of employment. The Office of Administration, Information Technology Services Division (ITSD) will not sponsor applicants for work visas. The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay. This position is within the Office of Administration Information Technology Services Division, Office of Geospatial Information (OGI). Consult and closely work with the GIS Team Manager and other team members to evaluate and plan organizational GIS needs. Conduct outreach to counties, municipalities, and other stakeholders for census activities and other GIS related tasks. Plan, coordinate, facilitate, and work on specific GIS projects and activities within the assigned agency/division. Serve as an expert on spatial technology matters. Provide guidance on GIS data acquisition, implementation, and management of geodatabase schema, with consultation with GIS Manager. Plan, design, and develop ESRI ArcGIS Online Web applications including experience builder, operations dashboards, custom interactive web map applications, field maps applications, and hub site with custom initiatives. Implement strategies and policies towards our ArcGIS Online and Portal environments. Provide training and troubleshooting to GIS users. Help GIS users within the department with their GIS needs. This support may include help with data creation, editing, and any technical issues related to GIS desktop software. Participate in other GIS activities as assigned. Bachelor’s degree in GIS, Computer Science, Geography, Statistics, Sociology, Environmental Science/Geology, or closely related field with strong GIS/IT emphasis. Comprehensive knowledge and experience with ESRI ArcGIS Pro and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst etc.). Working knowledge of geodatabases, database design. Experience in ESRI cloud-based technology that are utilized by ArcGIS Online. Skills in Python (especially ArcPy/ArcGIS API for Python), Arcade or any other scripting language such as Java Script, SQL programming desired. Ability to learn and integrate different technology platforms in creating solutions for complex business needs. Ability to troubleshoot complex GIS applications. Ability to convey technical information and concepts to non-technical staff and stakeholders. Ability to manage multiple projects at the same time. Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem. Ability to develop and sustain cooperative working relationships. Excellent communication skills, both verbal and written. Ability to be self-motivated, exercise independent judgment and take action on it. Ability to learn and adapt to changing GIS technologies and capabilities. Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position. Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant. This position will be assisting Missouri Geological Survey (MGS). Primary role of this position is to develop and maintain GIS Applications for MGS. Currently there are more than fifteen applications we have developed for this division, so this staff will be responsible for maintaining these applications. This staff will be involved in developing Major Water Users application. This staff will also be responsible for maintaining critical application platform such as Missouri Hydrologic Information Center (MoHIC) ArcGIS Online Platform and MoHIC flood and drought apps. There are more than three hundred and sixty MGS staff use GIS daily. This GIS Specialist is responsible for supporting them.
