About the Role

Halifax Regional Municipality is inviting applications for the term (up to 18-months) position of GIS Systems Analyst in Information Technology. This is a specialized position requiring a broad technical knowledge of geography and geographic concepts as well as a broad technical knowledge of database development and database management concepts. The GIS Systems Analyst is an agent of change in the organization, suggesting new business strategies and geographic information-based products. It is responsible for the development and coordination of the processes to update and maintain the standards based, corporate geographic information databases. The position also coordinates the deployment of new geomatics technologies and other corporate development in the organization. QUALIFICATIONS Education and Experience: A post-secondary degree in Geography, Geomatics, Land Information Management, Engineering or Computer Science, and a degree/advanced diploma in GIS or an equivalent combination of education and experience. Minimum 2 years’ experience working with ArcGIS Server, ArcGIS Desktop, ArcSDE, ArcIMS, ArcInfo Workstation, ArcView, Arc Macro Language (AML), ArcGIS Online, SQL, ArcGIS Portal and Oracle. Experience working in a Unix environment. Experience working in a Windows environment. Experience working with Cityworks is considered an asset. Experience working in a municipal environment is preferred. Technical / Job Specific Knowledge and Abilities: Thorough knowledge of GIS concepts, and trends. Thorough working knowledge of ESRI products and GIS system architecture. Thorough working knowledge of GIS software installation and configuration. Thorough working knowledge of GIS analysis techniques. Thorough knowledge of corporate GIS data integration with other corporate systems. Thorough knowledge of geographic data practices, procedures, guidelines, and standards. Thorough knowledge of database management concepts and relational database management technologies. Good geographic knowledge of HRM. Thorough knowledge of ArcSDE administration and Geodatabase design. Thorough knowledge of GIS application development. Good working knowledge of Python and SQL scripting. Good knowledge of map projections and datums. Good knowledge of other current geomatics technologies (e.g., GPS, etc.). Knowledge and understanding of programming and programming concepts. Good knowledge of the systems development life cycle. General knowledge of current Remote Sensing and Remote Sensing techniques. General knowledge of Cartographic concepts, techniques, and trends. General knowledge of computer aided drafting (AutoCAD). Understanding of business processes utilized in HRM. Knowledge of the services provided by the municipality. Security Clearance Requirements: Applicants will be required to complete an employment security screening check. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion. SALARY : $52.89 per hour; ISG6 as per the collective agreement between NSGEU 222 and HRM. WORK LOCATION: 14th Floor Barrington Tower, Halifax, NS.
