We are offering a permanent full-time position starting as soon as possible. As an IT Developer (m/f/d) – Low-Code, RPA & GIS, you will be responsible for the conception, implementation, and operation of business applications for the district administration. You will empower departments to design administrative processes more efficiently and citizen-friendly through software-based solutions, automation, and GIS functionality.
Key Responsibilities:
Independently analyze requirements, coordinate them with business units, document them, and evaluate solution options
Implement applications using Low-Code platforms and RPA tools
Manage development and test environments, create documentation, and conduct user training
Develop, maintain, and optimize GIS-based applications using ESRI ArcGIS (e.g., ArcGIS Pro, ArcGIS Online/Enterprise, ArcGIS Server)
Integrate geospatial data and implement ETL processes (e.g., FME, Safe Software)
Evaluate emerging technologies (AI, RPA, data integration) for administrative relevance
Plan, manage, and report on internal software projects; coordinate stakeholders and apply appropriate methodologies (agile/classical)
Ensure functional and non-functional requirements, maintain archival and information security (ISO 27001 compliance)
Conduct release and regression testing (e.g., major/minor releases), manage changes, and resolve incidents and service requests to ensure stable operations
Requirements
Completed university degree in computer science, geoinformatics, or administrative IT (minimum Bachelor’s; Master’s preferred) or comparable technical training with at least 3 years of professional experience
Strong programming and database skills, along with understanding of processes and process modeling
Experience in requirements analysis, prototyping, and interface design
Up-to-date knowledge of modern technologies (e.g., AI, RPA, web development), REST APIs, geospatial data processing (e.g., ESRI ArcGIS), and data integration (e.g., FME, Safe Software)
Solid experience with RPA technologies and Low-Code platforms
Competence in both classical and agile project management
Strong IT service management knowledge

Compensation
Salary is based on qualification and experience up to pay grade E 11 of the German public sector collective agreement (TVöD).
