Operations Support Supervisor (ArcGIS Development Specialist)

The consortium formed by ACCIONA and BRK is seeking an Operations Support Supervisor (ArcGIS Development Specialist) to join its Sanitation Project in Recife, Pernambuco. Job Mission Responsible for architecting, developing, integrating, and evolving enterprise geospatial solutions based on the Esri ArcGIS platform, applied to Water Supply Systems (WSS) and Sanitation Systems (SS). Operates at both technical and strategic levels—developing WebGIS applications, automating geoprocessing workflows, and promoting integration between GIS, technical registries, and corporate systems. Ensures the availability, quality, and governance of spatial data to support operations, engineering, planning, and asset management for AQUA Pernambuco. Key Responsibilities ArcGIS and WebGIS Development Develop, maintain, and evolve enterprise geospatial applications using ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, and ArcGIS Server. Create WebGIS applications, maps, dashboards, and interactive solutions for querying, editing, analyzing, and monitoring geospatial data. Develop components, scripts, services, and integrations using REST APIs, Python, SQL, and web technologies compatible with the Esri ecosystem. System and Data Integration Design and implement integrations between the ArcGIS platform and corporate, operational, commercial, maintenance, telemetry, automation, and asset management systems. Develop and maintain ETL workflows for loading, transforming, validating, and synchronizing spatial and alphanumeric data. Ensure interoperability, traceability, and consistency across corporate databases. Governance, Quality, and Technical Registry Structure and administer geodatabases, map services, layers, access profiles, and publishing standards. Define and enforce rules for data quality, integrity, versioning, security, and governance. Support the evolution of the technical registry for water and sanitation networks, operational units, and assets. Geospatial Automation and Analysis Develop automated geoprocessing routines to reduce manual tasks and increase process reliability. Perform advanced spatial analyses to support studies, design, operations, maintenance, expansion, and investment prioritization. Build indicators, dashboards, and georeferenced outputs to support decision-making. Support to Projects, Operations, and Asset Management Translate requirements from operations, engineering, planning, and asset management teams into GIS solutions. Provide specialized technical support to users and teams involved in geospatial projects. Prepare technical documentation, development standards, publishing procedures, and training materials. Innovation and Continuous Improvement Evaluate and implement new geospatial technologies, artificial intelligence, automation, and data-driven analytics. Propose improvements to architecture, performance, security, availability, and user experience of ArcGIS solutions. Act as a technical reference and promote GIS development and governance best practices across the organization. Candidate Requirements Education Completed undergraduate degree in Information Systems, Computer Science, Computer Engineering, Cartographic Engineering, Geography, Engineering, or related fields. Specialization or postgraduate studies in Geoprocessing, Geographic Information Systems, Data Engineering, or related areas (preferred). Technical Skills Strong command of the Esri platform, including ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, and ArcGIS Server. Experience developing WebGIS applications and consuming or publishing REST services and APIs. Proficiency in Python for geoprocessing and automation, SQL, and spatial databases. Knowledge of enterprise geodatabases, versioning, security, data governance, and quality management. Experience with system integration, ETL processes, and geospatial data architecture. Knowledge of WSS and SS processes, assets, and infrastructure is a plus. Familiarity with ArcGIS Utility Network, Field Maps, Survey123, Experience Builder, Dashboards, and BI tool integration is a plus. Professional Experience Proven experience developing GIS solutions and WebGIS applications in a corporate environment. Experience automating geoprocessing routines, integrating data, and managing geospatial services. Experience in sanitation, utilities, infrastructure, or asset management projects is a plus. Experience in technical leadership, requirements gathering, and interaction with operational and business units.
