Sector: Civil Protection / Disaster Management
Supervisor: Head of the Information Systems Department (C/DSI)
Work Location: Cotonou, Benin
General Information
Benin faces increasing exposure to natural and anthropogenic risks and disasters—including floods, fires, industrial accidents, and humanitarian crises. Effective management of these hazards relies on detailed territorial knowledge, including identification of risk-prone areas, vulnerable populations, and critical infrastructure.
In this context, Geographic Information Systems (GIS) have become strategic decision-support tools, enabling the collection, processing, analysis, and visualization of geospatial data to strengthen prevention, preparedness, operational planning, and emergency response capacities.
To reinforce its technical and operational capabilities, the Benin Civil Protection Agency (ABPC)—responsible for implementing national policies and strategies on civil protection and disaster risk management, as well as coordinating prevention and response actions across the country—is recruiting a GIS & Database Management Expert.
Missions
Under the supervision of the Head of the Information Systems Department, the GIS & Data Management Expert is responsible for designing, administering, and operating the Agency’s GIS and database systems.
The incumbent will collect, store, process, analyze, and visualize spatial and statistical data to support decision-making, intervention planning, and risk monitoring.
The expert will also contribute to developing analytical and visualization tools using analytical and decision-support platforms.
Key Responsibilities
Design, administer, and maintain the Agency’s geospatial and statistical databases;
Establish structured systems for managing and archiving risk and disaster-related data;
Collect, integrate, clean, and update data from various sources (field surveys, information systems, administrative databases, etc.);
Develop and manage relational databases for storing and managing operational information;
Produce thematic maps, spatial analyses, and cartographic representations to support decision-making;
Develop interactive dashboards and data visualization tools for activity and risk monitoring;
Use data analysis tools to generate indicators, statistics, and analytical reports;
Conduct integrated analysis of spatial and statistical data to identify vulnerable zones and risk trends;
Support emergency operations planning through geospatial and operational data analysis;
Participate in designing data dissemination and visualization platforms (e.g., mapping portals, dashboards);
Ensure data quality, consistency, and security;
Train and support internal teams in using GIS, data management, and visualization tools;
Contribute to the production of technical reports, statistical analyses, and strategic documents.
