About the Role
Job Summary:
The SDI Specialist will provide technical leadership for the planning, design, implementation, integration, governance, and continuous improvement of enterprise and public-sector Spatial Data Infrastructure projects.
Job Responsibilities:
Develop SDI strategies, implementation roadmaps, operating models, reference architectures, and technical standards.
Design scalable and secure SDI components, including geoportals, data clearinghouses, metadata catalogues, spatial repositories, discovery services, APIs, and geospatial web services.
Define end-to-end vector, raster, imagery, and remote-sensing data pipelines covering acquisition, validation, transformation, storage, indexing, versioning, publication, and archival.
Establish frameworks for geospatial data governance, ownership, custodianship, stewardship, licensing, access control, privacy, security, and inter-agency sharing.
Ensure alignment with relevant OGC and ISO standards and define functional, non-functional, interoperability, performance, availability, and acceptance requirements.
Guide integration of spatial databases and GIS platforms with enterprise systems, mobile applications, cloud services, external data sources, and analytics platforms.
Conduct technical assessments, architecture reviews, feasibility studies, gap analyses, technology evaluations, risk assessments, and quality reviews.
Prepare and review requirements, solution architecture, data models, integration specifications, implementation plans, governance frameworks, operating procedures, and technical proposals.
Provide technical leadership and mentoring to GIS, software, database, cloud, infrastructure, and quality-assurance teams.
Facilitate stakeholder consultations, technical workshops, knowledge transfer, training, and institutional capacity-building activities.
Required Skills:
Strong knowledge of SDI concepts, enterprise GIS architecture, spatial databases, metadata catalogues, geoportals, APIs, and data interoperability.
Sound understanding of OGC and ISO geospatial standards and their practical application.
Practical experience with PostGIS, GeoServer, MapServer, QGIS, ArcGIS Enterprise, GeoNetwork, STAC, COG, or comparable technologies.
Expertise in vector, raster, imagery, and remote-sensing data management and processing workflows.
Understanding of cloud architecture, object storage, containerization, system integration, high availability, backup, recovery, and cybersecurity.
Ability to develop geospatial data governance, quality, security, sharing, licensing, and institutional frameworks.
Proven ability to translate business and policy requirements into implementable technical designs and specifications.
Strong analytical, documentation, communication, facilitation, stakeholder-management, and problem-solving skills.
Ability to lead multidisciplinary teams and coordinate effectively with government, institutional, and technical stakeholders.
Knowledge of international geospatial information-management practices, including UN-IGIF, is preferred.
Experience:
Minimum: 10 years of relevant experience in GIS, SDI, geospatial systems, or enterprise architecture.
Preferred: 12 or more years, including national, provincial, municipal, sectoral, or enterprise-level SDI initiatives
Education/Qualification
Minimum: Master's degree in GIS, Geoinformatics, Geomatics, Remote Sensing, Computer Science, Information Technology, Software Engineering, Geography, or a related discipline.
Preferred: Master's degree in a relevant discipline and professional certifications in GIS, enterprise architecture, cloud platforms, databases, information security, or project management
