Mission Overview
The Territorial Information System department aims to establish and evolve a geographic information system (GIS) to consolidate data, develop tools supporting operational management and decision-making, and ensure the organization and governance required for its effective operation.
Unit Mission: Topography Unit
Coordinate public procurement in topography
Oversee control and updating of the DAO database (Planothèque)
Conduct on-site topographic surveys across the intercommunal territory
Provide reliable, high-quality topographic data to all users
Team Composition
13 staff members, including 5 within the Topography Management and Network Unit.
Position Title
Surveyor - Topographer - Topographic Data Manager
Position Objective
Administer and guarantee the quality of the topographic plans database
Define and implement methods for topographic data capitalization
Support public procurement for topographic services
Ensure consistency between topographic and GIS data
Conduct topographic surveys and contribute to unit-wide tasks
Main Activities
Activity 1: Administer the Plans Database & Manage Topographic Data Integration
Ensure database structure and data quality; contribute to enriching the database through topographic data capitalization
Collaborate with surveyors to ensure quality of produced plans and support finalization
Manage capitalization, dissemination, and valorization of topographic data
Support evolution of the database management system and propose improvements
Activity 2: Develop and Implement Topographic Data Capitalization Methods & Procedures
Consolidate topographic database to support project-producing departments (BEAEP, project managers, etc.)
Validate data against topographic charter and perform cleaning
Update and integrate received data
Maintain geodetic reference points: geodetic network and leveling benchmarks used in topographic work
Propose methodological notes to ensure proper plan capitalization for metropolitan projects
Supervise automatic data upload and validate timely data delivery
Extract and format data as needed
Perform initial data analysis and report anomalies
Propose updates to the topographic charter
Activity 3: Support Public Procurement for Topographic Services
Assist in drafting technical specifications for public tenders involving topographic data (especially as-built survey data production and acceptance)
Verify compliance of delivered plans with the topographic charter
Support internal services and external contractors during topographic service execution
Activity 4: Ensure Consistency Between Topographic and GIS Data
Promote cross-functional coherence in topographic data management procedures, in coordination with GIS data administrators
Coordinate, when needed, alignment between topographic and geospatial data
Propose solutions for disseminating topographic data via GIS tools
Support delivery of cartographic reference data to the Topography Unit, in collaboration with the Geomatics Unit’s reference data officer
Activity 5: Conduct Topographic Surveys
Perform autonomous topographic surveys in accordance with required accuracy classes
Ensure traceability and quality of collected data
Stake out projects and produce corresponding plans
Draft topographic plans (CAD) from survey data, in compliance with standards
Activity 6: Participate in Unit-Wide Missions
Substitute for the Topography Unit Head on key tasks:
- PCRS monitoring with CRAIG
- Municipal data sharing initiatives
- Maintenance of metropolitan geodetic network
- Equipment maintenance and management
- Management of topographic data exchanges with external partners (e.g., CCIAG, GreenAlp)
Attend team and inter-service meetings
Conduct professional monitoring of tools, standards, regulations, and survey techniques
Project Management Time Allocation: 20%

Status
Civil servant position (Territorial Technicians Corps) — open to contract workers (3-year CDD)
Education & Qualifications
Bac+2 to Bac+3 in topography or geomatics
Valid driver’s license (Class B)
Experience
Minimum 5 years in a topography team, surveying firm, or local authority

Working Conditions
Location: 47 avenue Marie Reynoard, 38100 GRENOBLE (80% office, 20% fieldwork)
Working Hours: 1,607 hours/year + RTT days; 5-day or 4.5-day work cycles; remote work possible
Salary: Statutory grid for grade + performance bonus (GF 7)
