Technical Lead - GIS / Telco / API

GIS Technical Lead About NTT DATA NTT DATA is seeking a GIS Technical Lead to join a major telecommunications transformation programme in Belgium. The programme focuses on the evolution of a strategic GIS platform supporting network planning and the migration from HFC to FTTH infrastructure. This position requires a combination of technical leadership, GIS expertise, telecom domain knowledge, stakeholder management, and delivery oversight. Location: Brussels (On-site) Start Date: September 2026 Duration: Initial 24-month assignment Key Responsibilities Technical Leadership Review and validate Component High-Level Designs (HLDs). Validate and approve Low-Level Designs (LLDs). Provide technical guidance and coaching to the development team. Define development standards, conventions, and DevOps best practices. Enforce security, performance, and quality standards. Perform or delegate code quality reviews. Support technical decision-making and solution design activities. Assist with complex technical issues and escalations. Delivery & Agile Leadership Coordinate the squad on a daily basis. Plan sprints together with the Product Owner and Delivery Lead. Approve development estimates. Track development progress and delivery milestones. Lead sprint reviews and retrospectives. Follow up on dependencies and delivery risks. Ensure Jira stories and delivery dates remain up-to-date. Maintain team dashboards and delivery reporting. [ Quality & Testing Oversee defect management and daily defect triage. Follow up on system testing progress. Ensure quality standards are met throughout the development lifecycle. Support release readiness and deployment coordination. Stakeholder Management Act as a trusted advisor between business and technical teams. Collaborate closely with Product Owners, Architects, Delivery Leads and business stakeholders. Drive alignment across teams and manage technical dependencies. Communicate effectively with both technical and non-technical stakeholders. Required Experience Proven experience as Technical Lead, Lead Developer, Solution Lead or GIS Lead. Mandatory GIS / Geospatial experience. Mandatory Telecommunications experience. Experience with FTTH, broadband, network inventory, network planning, OSS/BSS, or infrastructure applications. Strong experience reviewing HLDs and validating LLDs. Experience leading Agile delivery teams. Strong stakeholder management and communication skills. Experience working in enterprise application environments. Technical Skills GIS technologies (ArcGIS, GeoServer, Open Source GIS or proprietary GIS solutions). JavaScript and enterprise web technologies. Oracle or other enterprise databases. Docker and DevOps practices. API integrations and distributed applications. Jira and Agile delivery frameworks. Languages Fluent French and English (mandatory)
