We are seeking a **Geographic Information System (GIS) and Data Analytics Specialist** with immediate availability to support the Vessel Traffic Management System (VTMS) Feasibility Study for the Philippine Department of Transportation and the Philippine Coast Guard. This multidisciplinary and multinational project will develop a roadmap for a modern, integrated VTMS for the Philippines to enhance maritime safety, navigation efficiency, environmental protection, and maritime domain awareness. This role provides spatial analysis, data management, mapping, traffic visualization, and analytical tool development to support study recommendations. The candidate serves as a spatial data integrator, evaluating geography, bathymetry, and infrastructure to inform site suitability, reduce dredging costs, and minimize environmental impacts. Field visits to ports, VTMS centers, and project sites may be required, along with participation in workshops, validation sessions, and stakeholder meetings. This position is critical to the VTMS Feasibility Study, ensuring spatial and data‑driven insights are incorporated throughout all phases—from initial assessments through final recommendations—resulting in an efficient, evidence‑based, and sustainable VTMS. **Location:** Remote and at project site locations throughout the Philippines. **Employment Type:** Project-Based; Hours will be determined by the project requirements. This position is contingent upon contract award. Candidate’s CV will be submitted with project proposal. #### **Salary:** * An hourly rate of $64.00 - $80.00 is available for this position based upon the candidates, education, years of experience and qualifications. **Responsibilities:** #### **Spatial Analysis and Mapping** * Conduct spatial analysis of maritime traffic patterns, chokepoints, and high-density shipping corridors. * Develop detailed maps and visualizations of maritime infrastructure, including radar coverage, AIS networks, and navigation aids. * Support VTMS conceptual design by providing geospatial insights into system architecture and operational requirements. **Data Integration and Management** * Integrate diverse datasets, such as hydrographic information, AIS data, maritime traffic databases, and regulatory documents, into a centralized GIS platform. * Develop and maintain data management frameworks to ensure interoperability and scalability of VTMS systems. **Traffic Analysis and Forecasting** * Analyze historical vessel traffic data to identify patterns, risks, and congestion zones. * Apply advanced data analytics techniques to forecast vessel movement trends and evaluate future traffic scenarios. **Risk Assessment** * Conduct spatial risk assessments to identify areas prone to environmental hazards, security threats, or operational challenges. * Support the development of a risk-based prioritization model for VTMS implementation. **Stakeholder Engagement** * Create interactive visualizations and dashboards to present findings to stakeholders, including government agencies, port operators, and development partners. * Participate in consultations, validation workshops, and technical presentations to ensure stakeholder alignment. **Development of Analytical Tools for Final Report** * Design and implement analytical tools, such as traffic simulation models, decision support systems, and spatial optimization algorithms, to support recommendations. * Provide technical expertise in the development of decision-making frameworks. * Consolidate spatial and analytical findings into technical deliverables, including maps, data visualizations, and analytical reports. **Security Clearance:** * US Citizenship required; must possess a Secret clearance. **Education and Experience:** * Bachelor’s or Master’s degree in Geographic Information Systems, Data Analytics, Geospatial Science, Computer Science, or a related field. * Minimum 5 years of professional experience in GIS and data analytics, preferably in maritime or transportation projects. * Proficiency in GIS software (e.g., ArcGIS, QGIS) and spatial analysis tools. * Expertise in data analytics platforms (e.g., Python, R, Tableau, Power BI). * Knowledge of maritime traffic databases, AIS systems, and hydrographic data. * Familiarity with risk assessment methodologies and traffic simulation models. **Preferred Additional Skills:** * GIS Certification or equivalent is preferred. * Excellent communication and stakeholder engagement skills. * Strong analytical, problem-solving, and decision-making skills. * Experience in maritime transportation planning, VTMS, or navigation safety. * Knowledge of international maritime standards and regulations. * Ability to work collaboratively in multidisciplinary teams.
