Call for Experts: Immunization Microplanning and Last-Mile Delivery
GHAI seeks to identify experts with relevant technical expertise in 1) GIS and Digital Immunization Microplanning and 2) Supply Chain and Last-Mile Delivery to join our roster ahead of anticipated work with Cameroon's Expanded Program on Immunization (EPI). Experts in both roles must be resident in Cameroon with full rights to work there.
Below are the specifications for each role for which we invite CVs from highly qualified and experienced candidates:
1) GIS and Digital Immunization Microplanning The consultant will provide hands-on GIS and DHIS2 support to Cameroon EPI and district health teams to strengthen immunization microplanning, identify underserved and missed communities and improve district-level performance monitoring.
Responsibilities include preparing and quality-checking geospatial datasets; mapping health facilities, health areas, settlements and catchment areas; combining GIS analysis with authorized DHIS2 routine immunization data to identify service-delivery gaps; supporting districts to translate this evidence into practical microplans with appropriate fixed, outreach and mobile strategies; supporting periodic district performance reviews; training and mentoring district teams; and documenting methodology, data sources and lessons in reusable job aids and editable datasets for handover to government. The consultant will follow Government of Cameroon data-access, confidentiality and data-protection requirements and will not enter identifiable health or household data into public AI tools.
Essential experience and skills:
At least five years applying GIS and digital planning tools to public health programs, including documented support to immunization microplanning and district performance monitoring. General GIS experience alone is insufficient.
Hands-on proficiency in spatial data preparation, mapping and data-quality checks relevant to immunization microplanning.
Experience using DHIS2 routine immunization data to analyze coverage, dropout, session implementation and other EPI indicators.
Demonstrated understanding of microplanning, including population and target-population estimation and planning of fixed, outreach and mobile vaccination strategies.
Experience supporting district teams to use maps, dashboards or scorecards for performance review and corrective action.
Experience with government health counterparts; experience with Cameroon's EPI or a comparable program highly desirable.
Fluency in written and spoken French and English is required.
2) Supply Chain and Last-Mile Delivery The consultant will provide hands-on technical support to Cameroon EPI to assess existing last-mile delivery arrangements, identify performance bottlenecks and translate evidence and lessons into a nationally owned, feasible strategy and phased scale-up plan that improves vaccine availability and service-delivery performance.
Responsibilities include reviewing current routes, delivery frequency, transport, storage, workforce capacity and accountability mechanisms; consolidating evidence from relevant last-mile initiatives and pilots; assessing the operational feasibility and resource implications of alternative delivery models; developing with EPI and partners a strategy and scale-up plan with prioritization criteria, indicators, risks and decision points; supporting consultation, co-design and validation with regional and district teams; training and mentoring government counterparts; and documenting methodology and recommendations in reusable tools and job aids for handover to EPI, in line with government data-access and confidentiality requirements.
Essential experience and skills:
At least five years in immunization supply chain, vaccine distribution or health commodity logistics, including documented support to last-mile delivery improvement.
Hands-on experience assessing vaccine distribution systems, identifying bottlenecks and developing practical solutions adapted to district contexts.
Experience designing last-mile delivery strategies, improvement plans or scale-up approaches within public-sector health systems.
Experience using operational and program data to assess distribution performance, define corrective actions and monitor improvement.
Strong understanding of routine immunization supply chain requirements, including transport, storage and delivery frequency.
Experience assessing feasibility, resource implications and sustainability of delivery models.
Experience providing technical assistance, training and mentoring to Ministries of Health and district teams; experience in Cameroon or a comparable program desirable.
Fluency in English or French is required.
