Position
The City of Minden is seeking, at the earliest possible date, a Geospatial Data Manager / GIS Specialist for the Surveying and Geoservices department within Department 5: Urban Development and Fire Safety.

The department serves as the city administration’s competence center for geospatial information and is responsible for organizing and supporting the cross-departmental use of geodata. It operates, further develops, and maintains the central Geospatial Data Infrastructure (GDI)—an Urban Data Platform (UDP)—built on open-source components and currently active on nearly 200 workstations across numerous departments. This role offers a varied and exciting scope of work with the opportunity to significantly advance the city administration’s digital transformation through its geospatial infrastructure.
Your Responsibilities
Contribute to the administration, conceptual development, and further enhancement of the city’s GDI as an Urban Data Platform (UDP)
Prepare geospatial information using QGIS and PostgreSQL/PostGIS in the form of (web)GIS maps, datasets, and OGC services
Support geospatial data management through independent analysis, processing, and modeling of complex, location-based data, and generation of actionable information for data-holding departments
Integrate other departmental systems and their datasets into the GDI and provide relevant GIS applications and functionalities
Advise, train, and support internal (Q)GIS users
Actively participate in the city-wide GDI coordination group
Represent the City of Minden in the FOSSGIS community or other working groups
Your Profile
Completed university degree (Diploma/Bachelor’s/Master’s) in Geoinformatics, Geography, Applied Geodesy, or a comparable engineering or geoscientific-technical field, enabling you to perform the required tasks
Preferably, relevant professional experience and practical knowledge in the above-mentioned area
Passion for modeling, visualizing, and processing spatial data, with hands-on experience using relational spatial databases—preferably PostgreSQL/PostGIS
In-depth experience with Geographic Information Systems, preferably QGIS (Desktop, Server & Web Client)
Bonus qualifications: knowledge of Python plugin development, 3D data, sensor data, OGC standards, or X-Leitstelle guidelines
Initiative, innovative working methods, service orientation, and strong consultation skills to foster constructive collaboration across departments

The position is classified as pay grade 11 of the TVöD (Collective Agreement for the Public Service). Placement within the salary scale is subject to meeting personal and contractual requirements per TVöD Annex 1 – Pay Scale (VKA). Relevant prior professional experience may be taken into account when determining the salary level.
