GIS Specialist / Geospatial Data Management Officer (m/f/d)

Responsibilities
Creation of maps, databases, and WebGIS applications using ArcGIS and QGIS, as well as development of land-use plans (Bebauungspläne) using AutoCAD and WS LandCad for urban and landscape planning studies and projects.
Maintenance of existing geodatabases, generation of new datasets, and conversion of geospatial data for interoperability with INSPIRE and XPlanung standards.
Conceptualization, implementation, and continuous development of the City Planning Department’s GIS infrastructure toward a digital twin, in collaboration with other geospatially active departments (e.g., the Lower Saxony Office of Geoinformation and Surveying and the district authority).
Analysis of geospatial data, spatial data modeling, and execution of database queries.
Administration of GIS software (currently QGIS, ArcGIS, AutoCAD, and WS LandCad), coordinated with the central IT department and other departments using GIS.
Adaptation of GIS-specific applications to technological advancements such as digital twins and 3D modeling, and introduction of new applications as needed.
Preparation and provision of geospatial data and map products for third parties (citizens, municipalities, other authorities), including GIS coordination and interface management for the district-wide WebGIS system.
Qualifications
Completed university degree in Geoinformatics or a comparable program with in-depth knowledge in geoinformatics, accompanied by relevant professional experience.
Solid expertise in digital twins, geospatial infrastructures, urban geospatial platforms, and AutoCAD applications.
Familiarity with geoinformatics standards and open-source geospatial systems (e.g., GeoServer, QGIS).
Strong understanding of interdisciplinary planning issues, technical aptitude, and proven experience with standard project management methodologies.
Native or near-native proficiency in German (CEFR C2), with excellent written and verbal communication skills.
