We are looking for you—on a permanent, full-time basis (part-time possible upon request)—as
GIS Specialist / Geospatial Data Management Officer (m/f/d) for the Department of Urban and Landscape Planning.

Fair compensation: salary up to EG 10 TVöD, plus annual bonus, company pension scheme, and performance-based pay.
Your Responsibilities:
Design maps, databases, and WebGIS applications using ArcGIS and QGIS, as well as development of land-use plans using AutoCAD and WS LandCad for urban and landscape planning studies and projects.
Maintain existing geodatabases, create new datasets, and convert geospatial data for interoperability with INSPIRE and XPlanung standards.
Conceptualize, implement, and continuously develop the city planning office’s GIS infrastructure toward a digital twin, in collaboration with other geospatial departments (e.g., Lower Saxony Landesamt für Geoinformation, local district authorities).
Analyze geospatial data, model spatial relationships, and perform database queries.
Administer GIS software (QGIS, ArcGIS, AutoCAD, WS LandCad) in coordination with central IT and other departments using GIS tools.
Adapt GIS applications to evolving technologies such as Digital Twin and 3D modeling, and introduce new specialized tools as needed.
Prepare and provide geospatial data and maps for third parties (citizens, municipalities, public authorities), including GIS coordination and interface management for the district-wide WebGIS platform.
Your Profile:
Completed university degree in Geoinformatics or a comparable program with in-depth specialization in geoinformatics and relevant professional experience.
Solid expertise in Digital Twins, geospatial infrastructure, urban geoplatforms, and AutoCAD applications.
Familiarity with geospatial standards, open-source GIS tools (e.g., GeoServer, QGIS).
Strong understanding of interdisciplinary planning issues, technical aptitude, and proven experience with standard project management methodologies.
Fluent German (C2 level) with excellent written and verbal communication skills.
