GIS Specialist – New Town Development & Public Space Management

About the Role Location: Town Hall, Raadhuisplein 1, 2914 KM Nieuwerkerk aan den IJssel Hours: 32–36 hours per week Start Date: 1 November 2026 Contract Type: Detachment (not suitable for ZZP/self-employment due to DBA law) Context Zuidplas is a rapidly growing municipality in South Holland, formed by the merger of several towns—including Moordrecht, Nieuwerkerk aan den IJssel, Moerkapelle, and Zevenhuizen—and now expanding with the new town of Cortelande. This is the first new town built in the Netherlands since the 1970s, with ambitious plans for 8,000 homes, two business parks, social and commercial facilities, and climate-resilient, 100% energy-neutral development. The municipality is currently in the preparatory phase of the Middengebied project, with civil works expected to begin in 2027 and construction in 2028. Your Role You will work for two internal clients: Middengebied Project (New Town Development) Cluster Public Space Management (Beheer Openbare Ruimte – BOR) For Middengebied (approx. 20 hrs/week): Collect, streamline, and manage geospatial data to support the development of Cortelande. Conduct spatial analyses and translate results into actionable insights and advice. Support project leaders and advisors with maps, dashboards, story maps, and other geo-information products. Advise on asset planning and potential conflicts between development components. Contribute to cost estimates and land exploitation analyses. Act as part of the Middengebied project team. For BOR (16 hrs/week): Lead GIS data management and modernization efforts. Act as a translator between technical GIS developments and municipal asset management practices. Advise asset managers on GIS applications and data quality. Collaborate with other advisors, project leaders, and data engineers. Key Responsibilities Manage, update, and analyze geographic and spatial datasets. Perform spatial analyses and translate findings into practical insights. Develop, maintain, and optimize digital maps, dashboards, story maps, and other geo-products. Advise internal teams on GIS capabilities and applications. Translate organizational and client questions into practical GIS solutions. Support projects with geospatial data, analysis, and visualization. Ensure quality, consistency, and reliability of geo-information and GIS products. Manage GIS platforms, data sources, and information structures—including optimizing GIS processes and data flows. Functionally manage GIS applications and support end users. Collaborate with internal and external stakeholders on geo-data and information management. Enable data-driven working by making geo-information accessible and usable across the organization. Tools & Technologies ArcGIS (Pro, Portal, etc.) Geoweb FME General GIS and spatial analysis tools Requirements HBO (WO-equivalent) level of working and thinking, preferably with a background in Geo-informatics, Geo-ICT, Geography, Geomatics, or a related field. Minimum 2–5 years of relevant experience in the geo/GIS domain. Physical presence at the town hall at least 3 days per week (preferably Mondays, Wednesdays, and/or Thursdays). Experience with ESRI platform (ArcGIS Pro, Portal, etc.) is preferred. Proven experience in processing, analyzing, and visualizing geospatial data. Knowledge of GIS concepts: coordinate systems, projections, geometries, data models. Familiarity with Dutch base registries and geo-standards: BAG, BGT, BRK, and preferably IMBOR. Affinity with data analysis, data quality, and information management. Strong analytical and problem-solving skills. Excellent communication and advisory skills. Ability to translate complex issues into practical GIS solutions. Fluent in Dutch (spoken and written). Experience working in multidisciplinary projects and teams. Customer- and service-oriented. Curious and open to new developments in the geo-field. Flexible and able to balance stakeholder interests. Team player who shares knowledge and supports colleagues. Independent worker with a broad perspective, service-oriented, communicative, and environmentally conscious.
