As a GIS Information Analyst, you’ll support clients in the Utilities & Water domain—including drinking water companies, energy network operators, government agencies, and infrastructure partners. You’ll conduct process, requirements, and impact analyses, translating business needs into practical solutions aligned with the client’s architectural frameworks. You’ll act as a bridge between end users, product owners, architects, developers, testers, and management—bringing clarity to complex information challenges and ensuring GIS applications, data, and business processes are well-integrated.
Key Responsibilities
Analyze and model business processes (e.g., using BPMN) to align business and ICT perspectives
Define, refine, and monitor functional and technical requirements throughout the sprint cycle
Conduct impact analyses for changes in processes, systems, data models, regulations, or GIS landscapes
Identify gaps between client information needs, existing GIS applications, and available data
Translate business questions into user stories, acceptance criteria, backlog items, and functional designs
Collaborate with solution architects and development teams to turn analyses into viable solutions
Contribute to asset data strategy, data quality, map layers, integrations, and connections with enterprise applications
Advise clients on improvements aligned with their operations, governance, and long-term architecture
What You Bring
A completed HBO or WO degree (e.g., in computer science, information science, business administration, geoinformation, technical business administration, or similar)
Minimum 3 years of experience as an information, business, or functional analyst—preferably in infrastructure, utilities, water, energy, government, or data-driven environments
Experience analyzing and modeling business processes; knowledge of BPMN and tools like ARIS or Enterprise Architect is a plus
Experience defining functional/technical requirements, user stories, and acceptance criteria; IREB certification is preferred
Experience working in Agile/Scrum,Scaled Agile, or DevOps environments
Affinity with GIS, Geo-ICT, spatial data, or asset data; hands-on experience with ArcGIS/Esri, Smallworld, FME, QGIS/Open Source GIS, GeoServer, GeoNetwork, GeoWeb, SQL/PostGIS, or geospatial standards is a strong advantage
Strong communication skills, enabling effective collaboration between business and ICT stakeholders
Excellent command of Dutch and English (both written and spoken); native or near-native Dutch is mandatory

Where You’ll Be
You’ll join CGI Netherlands’ Utilities & Water unit, with Rotterdam as your main base. In this unit, consultants, analysts, architects, engineers, and domain experts deliver digital solutions for energy and water organizations. You’ll work in small teams, often on-site with clients, balancing client location, office, and remote work. You’ll enjoy high autonomy, backed by experienced colleagues and CGI coaching.
