GIS Platform Manager

About the Role Geospatial information is central to Rijkswaterstaat’s mission—from real-time elevation data and flood forecasting to traffic management on national roads. As GIS Platform Manager, you act as the product owner for the GIS platform, setting direction, aligning stakeholders, and translating diverse needs into a clear roadmap and prioritized backlog. You ensure cohesion, performance, and risk management across the platform’s 13 building blocks, working closely with your team and colleagues to deliver continuous improvements. You’ll spend roughly 60% of your time collaborating with your in-house maintenance team to develop, optimize, and implement solutions. Your role balances technical oversight with strong stakeholder engagement, requiring you to listen actively, clarify requirements, make decisive choices, and guide colleagues and clients toward a faster, more self-reliant service model. Key Responsibilities Define strategy, roadmap, and priorities for the GIS platform and its 13 components Translate user needs and industry trends into actionable product vision and backlog items Collaborate with your internal team to deliver improvements and solutions (~60% of time) Align interests of users, architects, security, and operations to make clear, balanced decisions Manage internal and external suppliers and ensure performance commitments are met Produce reports and integrated analyses on performance, continuity, risks, quality, and progress Identify and implement enhancements through cloud, automation, and AI Advance self-service capabilities and simplify, accelerate, and scale processes Support major changes and implementations with clear, inclusive communication Your Team You’ll join the IV-Platformen department within the Centrale Informatievoorziening (CIV), which provides shared platforms for traffic and water management. The GIS team consists of technically skilled and innovation-driven professionals responsible for operations, maintenance, and further development. You’ll collaborate closely with application managers, functional administrators, product owners, architects, suppliers, and external partners. Location: Delft. Rijkswaterstaat supports hybrid working—splitting time between home and office—based on role requirements and team agreement. What You’ll Get Salary scale: 11 (€4,132 – €6,275 gross/month), based on 36 hours/week Contract: Fixed-term (12 months) with potential for permanent appointment Hours: 32–36 hours/week Additional Benefits 144 vacation hours/year (at 36 hrs/week) Full public transport allowance or km reimbursement (€0.07 or €0.23/km, subject to conditions) Company laptop and mobile phone €750 home office setup budget + €2.45/day remote work allowance Pension scheme via ABP Personal Development & Flexibility Hybrid working tailored to your role and discussions with your manager Personal growth support: training and career guidance Individual Choice Budget (IKB): 16.5% of salary to spend tax-efficiently on e.g., student loan repayment, e-bike, fitness, home sustainability, or other approved goals Flexible leave options: care, parental, adoption, and foster care leave What We’re Looking For Minimum 3 years’ experience in a comparable role (e.g., platform manager, product owner, service manager, or application manager) Experience managing a diverse application landscape in a large, complex operational environment Ability to grasp complex technical architectures and translate them into strategic direction and priorities Proven skills in requirements analysis, supplier management, and operational controls (compliance, quality, risk, continuity, security, planning & control) Knowledge of Agile/Scrum, DevOps, and Continuous Delivery practices GIS and GEO-ICT knowledge is a plus (e.g., Esri, GeoWeb, FME, GeoNetwork, GeoServer, QGIS) A broad platform background, curiosity, and the ability to quickly master the GIS domain are equally important Competencies You Bring Strong communication and connection skills: you listen, empathize, stay focused, make decisions, and successfully engage colleagues and clients to accelerate delivery.
