About the Role
Unit: IT and Development, City Planning Office, Malmö City
Do you want a key role in the management and development of Malmö City’s GIS platform?
We are looking for an IT Specialist with full technical responsibility for our GIS platform. Here, you will lead the technical development of robust and future-proof GIS solutions and help strengthen the municipality’s digital capabilities. About the Position
The role encompasses technical management, platform development, integrations, and operations—carried out in close collaboration with the GIS unit and other IT functions within the City Planning Office. You will also cooperate with other departments and the city’s central IT function.
The assignment entails comprehensive technical responsibility for the platform’s functionality, development, and long-term sustainability, though it does not include personnel or budget responsibilities.
While the GIS unit is responsible for operational use and application-level development of GIS tools, you are responsible for the underlying technical platform. In this role, you ensure the platform remains stable, secure, and fit-for-purpose—both now and in the future.
Your Key Responsibilities
As the IT Specialist, you hold full technical ownership of the GIS platform and its closely related technical components.
You will, among other things:
Manage the technical infrastructure around the GIS platform, including data flows, databases, integrations, access rights, and authentication.
Ensure platform reliability, performance, security, and availability through technical maintenance, monitoring, and planning and execution of releases.
Implement, configure, and further develop technical solutions based on business needs and requirements.
Serve as the technical owner for platform development and coordinate operational, maintenance, and development activities with internal and external stakeholders.
Reduce technical vulnerabilities through documentation, standardized workflows, redundancy, and knowledge transfer.
Participate in incident management, troubleshooting, change management, testing, and quality assurance.
Collaborate with system administrators, IT coordinators, information architects, and GIS engineers to ensure sustainable solutions and efficient information flows.
The position involves close collaboration with the GIS unit, where you act as the technical specialist and platform owner. You may also provide technical expertise to other business systems within the City Planning Office as needed.
Qualifications
Required
A higher education degree of at least 180 credits in IT, systems science, or data engineering, combined with at least 2 years of relevant professional experience. Alternatively, another education combined with at least 4 years of relevant professional experience.
Extensive experience with ArcGIS Enterprise and other Esri products from a technical and infrastructure perspective.
Strong experience in technical system management, application operations, or platform management.
Solid knowledge of servers, networking, authentication, integrations, and deployment environments.
Practical experience with SQL and relational databases.
Experience working systematically with incidents, changes, testing, and documentation.
Proficiency in Swedish, both spoken and written.
Meritorious
Experience with FME or other ETL platforms.
Experience with automation, scripting, and technical development.
Experience with user, license, and permission administration in ArcGIS environments.
Experience with system management according to PM3 or a similar management model.
Experience with Sokigo products, such as Nova Bygg and ByggR.
Experience with vendor management and technical collaboration.
Experience from municipal or other public sector work.
