About the Role
Company: Länsstyrelsen Uppsala Län
Title: Emergency Preparedness Officer with GIS Focus
Are you passionate about strengthening Uppsala County’s—and Sweden’s—capacity for crisis preparedness and civil defense? We are now recruiting an Emergency Preparedness Officer with a GIS focus for a national assignment within civil protection and emergency management.
Unit for Civil Protection and Emergency Preparedness
At our unit, we work to enhance the county’s capabilities in crisis preparedness and civil defense. We lead cooperation among local stakeholders and conduct planning, training, and exercises in civil protection and emergency response. As the highest civilian authority in total defense matters, the County Administrative Board plays a central role in building Sweden’s total defense system and collaborates closely with other authorities on defense planning and related tasks.
You will work alongside dedicated colleagues in an environment where we value job satisfaction and making a real impact.
Main Duties
This position is employed at the Unit for Civil Protection and Emergency Preparedness, but the majority of your time (80%) will be dedicated to national-level assignments.
County Administrative Boards operate under a shared administrative model with distinct administrative objects. You will work within the administrative object for civil protection and emergency preparedness, whose purpose is to maintain and further develop the operational and IT support systems for which the object is responsible—including signal protection, security protection, civil defense, crisis management, and fire and rescue services.
As the GIS specialist, you will serve as a key resource across all County Administrative Boards, collaborating with official networks, the Boards’ joint IT department, and external stakeholders to develop solutions that meet the Boards’ capacity needs. The work is highly digital, though it also involves some travel.
The remaining 20% of your time will be spent at the Unit for Civil Protection and Emergency Preparedness in Uppsala County, contributing to the unit’s civil protection and emergency preparedness tasks.
Qualifications
We are looking for candidates with higher education in Geographic Information Systems (GIS). You must have documented experience performing GIS-related tasks, as well as experience leading complex projects involving multiple stakeholders and experience in business development and digitalization.
You should have experience working with information security and security protection, and be accustomed to flexible, needs-driven working methods and practices, as well as producing decision support materials.
Meritorious qualifications include:
Experience identifying business needs and desired outcomes, and linking them to existing or new IT solutions
Experience handling security-classified information
Experience leading change processes and motivating others
Experience working within an administrative object focused on developing and maintaining administrative products
Experience working in a complex organizational environment
Personal qualities:
Strong holistic perspective, always acting in the best interest of the organization
Goal- and results-oriented mindset, able to adjust direction as circumstances change
Proactive, with the ability to plan, organize, and prioritize work effectively to meet deadlines
Empathetic and flexible in collaboration, with clear communication, active listening, and constructive conflict resolution skills
Represent the County Administrative Board with credibility and confidence
Strong proficiency in Swedish, both spoken and written
Terms of Employment
This is a permanent position, commencing with a six-month probationary period, with start date by mutual agreement. Your official title at the authority will be Handläggare (Case Officer).
A security check, including a register check, will be conducted in accordance with the Security Protection Act (2018:585) before employment is finalized. In certain cases, Swedish citizenship is required.
Additional Information
As a public sector employee, you are expected to uphold the shared values of the Swedish state and contribute to developing a culture of good public administration, grounded in democracy, human rights, legal certainty, efficiency, and accessibility.
