GIS Administrator & Geospatial Manager
Department
Engineering & Project Management Directorate (DIMO), in close collaboration with the Information Systems Directorate (DSI)
Team Overview
Leads a team of 2 GIS administrators and functions as the technical and methodological reference for a network of 5 territorial center GIS technicians.
Core Responsibilities
GIS & CAD Database & Tool Management
Oversee maintenance, evolution, structuring, and strategic development of GIS and CAD (Dessin Assisté par Ordinateur) databases and tools
Administer databases (Oracle, PostgreSQL/PostGIS) and user tools (Elyx suite, QGIS, SIRS Digues, MicroStation, etc.) and hardware (GPS)
Manage version upgrades for GIS-related software and infrastructure (servers, networks)
Ensure data governance: reliability, integrity, and standardization of reference datasets
User Support & Training
Handle user requests and provide technical assistance
Inform users about tool updates and coordinate user training (in collaboration with the training department)
Tool & Data Development
Gather user needs, evaluate solutions, and manage internal or outsourced development (budgeting, contract negotiation, follow-up)
Lead data structuring, interface design, and database deployment in coordination with business units and the Data Team
Supervise ETL processes (e.g., FME platform), cartographic production, indicator generation, and custom data exports or interfaces
Strategic Project Leadership
Contribute to the strategic roadmap for GIS tools, databases, and infrastructure—including the upcoming replacement of the Elyx suite (~2 years)
Lead or support consulting studies on future GIS architecture, scope, and functionality
Participate in steering committees for tool selection and implementation (migration, user training)
Team & Functional Management
Manage team activity, priorities, and reporting
Ensure cross-directorate collaboration (especially with DSI and Data Team)
Provide functional management to territorial center GIS technicians (data updates, deployment, DAO support for operational projects)
Support recruitment of GIS technicians and contribute to time allocation between GIS and CAD tasks
Offer technical and methodological guidance, promote best practices, and organize training
Technical Watch & Representation
Stay updated on technical, regulatory, and market developments in GIS and remote sensing
Participate in technical forums, exchange practices with other local authorities, and represent SDEA with institutional partners
Quality, Safety, Environment & Sustainability
As a member of the DIMO management team, contribute to quality, safety, environmental, and sustainable development initiatives
Implement and enforce hygiene and safety rules
Required Profile
Advanced degree (Master’s or Engineering) in GIS, geomatics, spatial analysis, digital cartography, or applied computer science for geography/territorial planning
Proven experience in a similar role
Technical skills:
- GIS tools: QGIS/ArcGIS, SQL, Python, FME (ETL), PostgreSQL/PostGIS
- CAD tools: AutoCAD/MicroStation
Strong interpersonal and cross-functional communication skills
Project management and writing/synthesis abilities
Organized, autonomous, and capable of prioritizing tasks
Valid driver’s license (B)

Non-civil servant: Fixed-term contract (CDD) of 3 years renewable, with possible conversion to permanent (CDI)
