Mission Overview
Main Service Objective: Establish and evolve a geographic information system (GIS) to consolidate data, develop tools supporting operational management and decision-making, and ensure the organization and governance required for its effective operation.
Topography Unit Mission: Coordinate public procurement in topography, manage control and updating of the DAO database (Planothèque), carry out ground-based topographic surveys across the intercommunal territory, and provide reliable, high-quality topographic data to all users.
Team Composition: 13 staff members, including 5 within the Topography Management and Network Unit.

Objective of the Position
Administer and ensure the quality of the plans database
Define and implement methods for topographic data consolidation
Support public procurement for topographic services
Ensure consistency between topographic data and GIS data
Conduct topographic surveys and contribute to cross-functional unit tasks
Key Activities
Activity 1: Administer the Plans Database and Manage Topographic Data Integration
Ensure the structure and quality of the plans database and contribute to its enrichment through topographic data consolidation
Collaborate with topographers to guarantee the quality of produced plans and support their finalization
Manage the consolidation, dissemination, and valorization of topographic data
Participate in the evolution of the database management system and propose improvements
Activity 2: Develop and Implement Topographic Data Consolidation Methods and Procedures
Consolidate topographic data needed by project-producing departments (e.g., BEAEP, project managers)
Validate data against the topographic charter and perform cleaning
Update and integrate received data
Maintain reference points: geodetic network and leveling benchmarks used for topographic work
Propose methodological notes to ensure proper consolidation of plans generated during metropolitan projects
Supervise automatic data upload processes
Validate timely data availability
Extract and format data as needed
Perform initial analysis of relevant data and report any issues
Propose updates to the topographic charter
Activity 3: Support Public Procurement for Topographic Services
Assist departments in drafting technical specifications for public contracts involving topographic data, especially for as-built survey data production and acceptance
Verify that delivered plans comply with the topographic charter
Support internal departments and external providers during topographic service execution
Activity 4: Ensure Consistency Between Topographic and GIS Data
Promote cross-functional alignment and consistency of topographic data management procedures with the SIT data administrators
Coordinate, when necessary, consistency between topographic and geospatial data
Propose solutions for disseminating topographic data via GIS tools
Ensure availability of cartographic references for the topography unit, in coordination with the geomatics unit’s reference data officer
Activity 5: Conduct Topographic Surveys
Carry out topographic surveys independently, meeting required accuracy classes
Ensure traceability and quality of collected data
Implement projects and produce corresponding plans
Draft topographic plans (CAD) from survey data, in compliance with standards
Activity 6: Participate in Cross-Functional Unit Tasks
Substitute for the unit head on matters including:
- PCRS monitoring with CRAIG
- Collaboration with municipalities
- Maintenance of the metropolitan geodetic network
- Equipment maintenance and management
- Management and tracking of topographic data exchanges with external partners (e.g., CCIAG, GreenAlp)
Attend team and interdepartmental meetings
Conduct professional monitoring on tools, standards, regulations, and survey techniques
Project Management Time Allocation: 20%
Your Strengths
Status: Territorial civil service cadre – position open to contractual staff (3-year CDD)
Education/Degree: Bac+2 to Bac+3 in topography or geomatics – valid driver’s license (B)
Experience: Minimum 5 years in a topography team, surveying firm, or local authority

Working Conditions
Location: 47 avenue Marie Reynoard, 38100 GRENOBLE (80% office, 20% fieldwork)
Working Hours: 1,607 hours/year + RTT days, 5-day or 4.5-day weekly cycles, remote work possible
Salary: Statutory grade scale + performance bonus (GF 7)
