Executive Summary:
An exciting opportunity is available within the National Services Region at Defence Construction Canada (CDC). As Team Lead for Real Property Management (Spatial Services), you will supervise multiple project support teams and provide strategic guidance on real property initiatives—including specialized teams delivering spatial real property information services—covering computer-aided design (CAD), building information modeling (BIM), and geographic information systems (GIS).
You will act as a technical specialist, leading and integrating activities across complex projects and spatial initiatives. You will manage a team of professionals and assume full human resources management responsibilities. You will also manage key client relationships and support coordination and continuous improvement for the Real Property Spatial Services (RPSS) Program Management Office (PMO). In this capacity, you will contribute to governance, planning, reporting, and operational oversight of spatial initiatives and services supporting real property, infrastructure, environmental, and asset management functions. You will develop innovative solutions and ensure your team emphasizes collaboration, quality, and timely delivery of outputs.
Key and Periodic Duties:

Primary Responsibilities:
Execute complex real property-related work, including GIS, CAD, BIM, real estate studies, asset valuations, facility reviews, leasing and land acquisition advice, technical assessments, strategic planning, and land-use planning.
Conduct research, analyze, and develop major policies, standards, guidelines, and performance measures.
Coordinate, evaluate, and report on real property-related key performance indicators (KPIs).
Support delivery and continuous improvement of RPSS Program Management Office (PMO) activities—including coordination, performance tracking, reporting, and development and implementation of standardized processes, workflows, and tools supporting spatial initiatives and services.
Coordinate cross-spatial initiatives (e.g., buildings, land, site infrastructure, environment, capital projects, and technology platforms) to ensure harmonization, integration, and consistency of spatial data, processes, and service delivery.
Conduct research, contribute to partner-client program and project documentation, and provide advice on project objectives, strategies, procurement management, and project schedule and performance monitoring.
Develop information management strategies and tools to meet evolving requirements for real property data tracking and reporting.
Manage service-level agreements (SLAs).
Promote and manage business development opportunities.
Develop and maintain effective relationships within CDC, with industry partners, clients, and stakeholders.
Ensure compliance with quality standards as defined by CDC and clients.
Manage project and operational risks.
Perform human resources management functions (e.g., mentoring, supervising, advising, resource planning and allocation, and performance management).

Competencies:
General and Specialized Knowledge:
Best practices, methods, trends, and legislation in real property, BIM, geomatics (CAD/GIS), computer-aided facility management (CAFM), and information and data management.
Best practices and trends in financial and human resources management.
Client and industry standards for CAD, BIM, GIS, and information management (e.g., ISO 19650), including data governance, quality, and interoperability requirements.
Project and risk management principles.
Education and Experience:
Minimum:
College diploma in urban planning, engineering, architecture, facility/real property management, administration, or a related field, plus six years of relevant experience—or equivalent.
Asset:
University degree in one of the above fields and/or additional project management training.
Skills:
Proficiency with relevant software applications and operating systems.
Ability to write policies, business cases, option analyses, and statements of work for large-scale, complex projects.
Application of project and risk management techniques.
Demonstrated leadership and human resources management skills.
Development and Leadership:
Lead and manage direct reports.
Provide functional guidance and advice to staff and client partners.
Working Conditions:
Standard office environment with occasional travel.
Some work may occur on construction sites; occasional use of basic safety equipment may be required.
Language Requirement:
This position is mandatory bilingual (English/French). While priority will be given to qualified candidates meeting this requirement, applicants who do not yet meet the bilingual standard are still encouraged to apply.
