Position:
Technical Specialist (m/f/d) in Central GIS/Geo-Management
Within the Department of Land Management, Geo-Management, and Cadastre, Division of Surveying, Cadastre, and Geoinformation, the Central GIS/Geo-Management unit consolidates, manages, analyzes, and disseminates the city’s geospatial data assets for various applications. Key Responsibilities:
Supporting the development and maintenance of urban digital (base) twins
Managing the 3D city model
Handling characteristic topography and actual land use (ABK)
Integrating heterogeneous and complex datasets and data models
Administering specialized software applications
Evaluating new methodologies and technologies
Ensuring data and model quality through quality management systems
Professional Qualifications:
For civil servants (Beamte/Beamte):
Completed university-level education (Bachelor or FH Diploma) in surveying/geodesy/geography or geoinformatics/geomatics
At least two years of relevant professional experience following acquisition of the above qualification
Eligibility for appointment to Grade 2 civil service, entry-level position in the surveying technical administrative service of the State of North Rhine-Westphalia
For employees (Angestellte):
Completed university-level education (Bachelor or FH Diploma) in surveying/geodesy/geography or geoinformatics/geomatics
At least two years of relevant professional experience following acquisition of the above qualification
Personal Competencies:
Current, in-depth technical knowledge and commitment to continuous professional development
Familiarity with 3D, BIM, and digital twin technologies—or willingness to acquire these skills promptly
Experience with various GIS platforms (e.g., ArcGIS, QGIS) or readiness to gain proficiency quickly
Excellent written and spoken German (minimum C1 level)
Strong interpersonal, communication, and teamwork skills
Ability to work independently and responsibly
Details:
Start date: Immediately
Pay grade: A 12 LBesG NRW / EG 12 TVöD
Consideration of prior relevant work experience on an individual basis
Salary based on the North Rhine-Westphalia Civil Service Remuneration Act (LBesG NRW) or the Collective Agreement for the Public Service (TVöD)
Full-time position (part-time possible in principle)
