We are looking for a qualified specialist (m/f/d) for the CoKliP project to join the Office of Geoinformation and Bodenordnung (Land Management) at the earliest possible date. The Office of Geoinformation and Bodenordnung is assigned to the Department of Urban Development and Construction.
The Department: GeodatenService
GeodatenService is the central service provider for all city departments, municipal enterprises, and external clients. Since 2013, it has operated the Geospatial Data Infrastructure Leipzig (GDI-L) as the foundation for Leipzig’s Urban Data Platform (UDP) and Digital Twin (DZ-LE). As a central service provider, we support and advise departments primarily in the areas of geospatial data management, geospatial analysis, Geographic Information Systems (GIS), and the design and implementation of (web-)GIS projects.
Your Responsibilities:
Participation in the Cockpit Klimamission und Planungsbeschleunigung (CoKliP) project, especially in the sub-project "Development of AI-optimized planning processes and testing in the real-world laboratory of the School Quarter"*.
Technical implementation and pilot operation of the Urban Model Platform* (UMP), based on the OGC API Processes standard, as a new component of Leipzig’s Digital Twin.
Planning and coordination of IT application management for the UMP, including requirements analysis and alignment of system architecture with technical partners and IT service providers.
Technical preparation and support of IT procurement processes.
Execution of geospatial data management tasks, including conceptualization, creation, and operation of geospatial data integration processes, as well as provision of geospatial data—including metadata—via components of Leipzig’s Urban Data Platform.
Conceptualization, development, and operation of digital dashboards and map applications, including associated geospatial data pipelines and transformations.
Development of an operational and security concept for the UMP, and preparation of its integration into existing organizational and technical structures of the City of Leipzig.
Documentation and presentation of project results, as well as planning and execution of events, training, and further education measures.
Your Profile:
Completed university degree in a technical/engineering discipline, e.g., Geoinformatics, Geodesy, Cartography, Geomatics, or Surveying Engineering, ideally complemented by several years of practical experience.
Strong analytical skills, ability to systematically grasp complex issues, develop sound solutions, and confidently present decisions.
Excellent communication and argumentation skills, self-assurance, flexibility, teamwork orientation, and structured, efficient time management.
Knowledge in geospatial data engineering and development of complex spatial ETL processes.
Knowledge of open and interoperable geospatial standards (OGC).
Proficiency in geodatabase systems, spatial ETL tools, desktop GIS, and web GIS servers and applications—ideally ArcGIS Pro, FME, PostgreSQL (including ArcSDE), ESRI Portal, or comparable open-source tools (e.g., QGIS, Masterportal, Apache Superset, GeoServer).
Programming skills in Python are advantageous.
Very good command of German (written and spoken, minimum level C1).
Flexibility and willingness to pursue further professional development.
We Offer:
A fixed-term full-time position (39 hours per week for civil service employees).
An annual starting salary between €56,741 and €68,869 gross, corresponding to pay grade 12 of the TVöD (including the annual special payment).
