The Urban Planning and Land Department (Direction Urbanisme et Foncier) comprises 20 staff organized into three services: land, urban planning, and strategic planning. It supports the 32 municipalities in their development projects and implements the territorial urban planning strategy—facilitating access to intermunicipal urban planning through digitalization of administrative procedures and the upcoming launch of a land observatory.
The creation of a Geomatics Engineer position within this department addresses a strategic priority: reinforcing collaboration between geomatics expertise and the department’s operational needs. This role integrates geospatial expertise at the heart of departments with growing and critical spatial data requirements.
Mission
Reporting to the Director of Urban Planning and Land, you will join a team of around 20 staff as the department’s and the EPCI’s (intermunicipal authority) reference expert for urban planning and land cartographic data. You will combine deep knowledge of geomatics with a strong understanding of urban planning and development issues—particularly in the context of the 2025-adapted Local Urban Plan (PLUi) and the implementation of a land strategy.
Key Responsibilities:
Cartographic Projects & Analysis: Design and deliver mapping projects and spatial analyses in response to requests from services and elected officials.
Urban Planning Documentation: Produce graphic documents related to urban planning (PLUi, zoning, OAP, annexes, public utility easements) and urban authorization processes (DPU maps, development permits).
PLUi Evaluation: Identify opportunities, limitations, and risks in PLUi evolution through spatial analysis supporting planning decisions and land strategy.
SIG Project Development: Design and implement complex, turnkey GIS projects (e.g., land master plan mapping tools: property inventories, land use, and service needs).
Land Observatory Support: Conduct statistical analyses and cartographic outputs for the land and housing observatory (e.g., agricultural/natural/forest land consumption (ENAF), monitoring land sobriety objectives (ZAN), land banks, potential for densification and transformation).
Reporting & Communication: Draft analytical documents (studies, synthesis notes, presentation materials).
Data Administration & Management:
- Administer, structure, and update the department’s geospatial databases using PostgreSQL/PostGIS (ensuring performance and data integrity: spatial indexing, complex queries, user permissions).
- Automate SIG workflows (QGIS Modeler, Python, etc.), e.g., regular map update pipelines.
- Ensure internal and external data quality control per interoperability standards and CNIG guidelines, and manage submissions to the Urbanism Geoportal.
Observatory Implementation: Actively contribute to the land and housing observatory in collaboration with ADEUPa (e.g., data status review, missing data collection, system structuring).
Land Inventory: Update and validate the intermunicipal land and heritage census in coordination with relevant services.
Technical & Regulatory Watch: Monitor technological and regulatory developments in geospatial data (e.g., ZAN data, CNIG standards).
Internal & External Coordination:
- Serve as departmental GIS reference for EPCI services and external partners.
- Collaborate with other EPCI departments relying on geospatial data and integrate into the agglomeration’s SIG network as the urban planning/land specialist.
- Participate in the “Cellule Data” to implement the EPCI’s data management policy in coordination with the IT Department.
- Act as technical and functional liaison with the SIG service for operational procedures (data exchange, dissemination).
- Support digitalization of urban authorizations (e.g., with Opéris software publisher).
Data Integration: Aggregate geospatial data from external providers (DGFiP/cadastre & DVF, DDTM, EPF, SAFER, Chamber of Notaries, network operators, etc.).
Representation: Represent the department at professional geomatics networks (regional, CNIG), mutualization platforms, institutional partners, and with service providers.
User Support & Training:
- Train users on SIG software and mapping tools.
- Support and train departmental staff (and potentially other departments) via documentation, user guides, and internal procedures.
- Assist non-specialist users (elected officials, technicians, partners) with clear, pedagogical communication to promote geomatics and technical data literacy.
Profile
Passionate about innovative, strategic urban planning policies with high stakes?
You master cartographic techniques, SIG software (QGIS and ArcGIS PRO), spatial database exploitation (PostgreSQL/PostGIS), and SIG data modeling.
You apply spatial data analysis to urban planning with sound regulatory and legal knowledge—and ideally have prior experience managing a PLUi in a local authority.
You can translate stakeholder needs into technical requirements and adapt your communication style accordingly.
You take initiative and proactively propose improvements to tools and workflows to meet evolving business needs.
You enjoy collaborative work and engaging with diverse stakeholders.
Familiarity with R and/or Python programming languages is a plus.
Recruitment Conditions
Public Sector Candidates: Recruitment is open to territorial engineers via transfer, detachment, or successful concours (public sector exams).
Contract Staff: Non-public-sector candidates may be hired on a 3-year renewable contract (public sector candidates given priority).
