The Urban Planning and Land Directorate (Direction Urbanisme et Foncier) comprises 20 staff organized into three services: land, urban planning, and planning. It supports the 32 municipalities in their development projects and implements the territorial urban planning strategy, enabling efficient and accessible interpretation of intermunicipal urban planning—e.g., through digital processing of planning applications and the upcoming launch of a land observatory.
The creation of a GIS specialist position within this directorate addresses a strategic priority: reinforcing collaboration between GIS expertise and the directorate’s operational needs. This role is central to integrating geospatial expertise into core decision-making, where demand for spatial data is growing.
In this context, Saint-Brieuc Armor Agglomération is seeking its next GIS Specialist.
Mission
Reporting to the Director of Urban Planning and Land, you will join a team of around 20 staff as the GIS reference person for urban planning and land data across the directorate and the wider collectivity. You will combine deep GIS expertise with a strong understanding of urban planning and development issues—particularly in the context of the 2025-approved PLUi (Local Urban Plan) and the implementation of a land strategy.
Your key responsibilities include:
Carrying out mapping projects and analyses for the directorate, based on needs expressed by services and elected officials
Producing graphic documents related to urban planning (PLUi, zoning, OAP, annexes, public utility easements) and urban authorizations (DPU maps, development permits…)
Identifying opportunities, constraints, and risks in PLUi evolution through spatial analyses supporting planning decisions and land strategy
Designing and implementing complex, end-to-end GIS projects (e.g., models, queries)—such as the internal mapping tool for the land master plan (land inventory, usage, and service needs)
Conducting statistical analyses and producing cartographic reports for the Land and Housing Observatory: agricultural/natural/forest land consumption (ENAF), monitoring land sobriety targets (ZAN), land banks, and potential for densification/mutation
Preparing supporting analytical documents: studies, synthesis notes, presentation materials
Administering and structuring directorate data
Managing, structuring, and updating the directorate’s geospatial databases using PostgreSQL/PostGIS to ensure data performance and integrity: spatial indexing, complex queries, user permissions
Automating GIS workflows (QGIS Modeler, Python, etc.), e.g., regularly updated mapping feeds
Ensuring internal and external data quality per interoperability standards (CNIG) and submitting data to the Urbanism Geoportal
Actively contributing to the implementation and updating of the Land and Housing Observatory in collaboration with ADEUPa: assessing available data, identifying gaps, structuring the system
Updating and validating the intermunicipal land and heritage inventory in coordination with the land service
Monitoring technological and regulatory developments in geospatial data (e.g., ZAN data, CNIG standard updates)
Serving as the directorate’s GIS liaison for internal services and external partners
Collaborating with other EPCI departments relying on geospatial data and representing the urban planning/land domain within the agglomeration’s SIG network
Participating in the “Data Cell”—supporting the EPCI’s data management policy in coordination with the IT Department
Acting as technical and functional liaison with the SIG service for operational procedures (data exchange, dissemination)
Providing GIS expertise for the digitalization of urban authorizations, notably in collaboration with the software publisher (Opéris) and the digitalization project manager
Aggregating geospatial data from external providers: DGFiP (cadastre, DVF), DDTM, Public Land Entity (EPF), SAFER, Chamber of Notaries, network operators, etc.
Representing the directorate at regional/national GIS networks (CNIG, mutualization platforms), with institutional partners, and with service providers (regional MOS, etc.)
Supporting users in using GIS software and mapping tools
Training and advising directorate staff (and potentially other departments) on mapping tools, supported by documentation, user guides, and internal procedures
Assisting non-specialist users (elected officials, technicians, partners) with patience and promoting GIS and technical data literacy
Profile
You are passionate about innovative, strategic urban planning policies with high stakes? Your profile interests us!
You master cartographic techniques, GIS software (QGIS and ArcGIS PRO), spatial database exploitation (PostgreSQL/PostGIS), and SIG data modeling
You accurately analyze spatial data in urban planning contexts, thanks to solid regulatory and legal knowledge—and ideally, prior experience managing a PLUi in a local authority
You can translate stakeholder needs into technical requirements and adapt your communication style to your audience
You take initiative and proactively propose improvements to tools to better serve operational needs
You enjoy collaborating with diverse stakeholders and are approachable and collaborative
Familiarity with R and/or Python programming languages is a plus

Are you not a civil servant? Recruitment remains open to contractual staff (civil servant applications remain prioritized) for a 3-year renewable contract.
